The inspector will document construction progress, identify deficiencies, witness testing and commissioning activities, maintain inspection records, and communicate findings to Government project representatives.\n\nThe underlying construction effort includes building and infrastructure improvements involving HVAC systems, building automation, electrical distribution, site utilities, civil work, building-envelope improvements, solar photovoltaic systems, battery energy storage, microgrid infrastructure, and other energy conservation measures.\n\nKey Responsibilities\n\nPerform daily on-site inspections of active construction and demolition activities.\nVerify construction work complies with approved drawings, specifications, submittals, applicable building codes, and contractual requirements.\nInspect work across multiple construction disciplines, including civil, structural, architectural, mechanical, plumbing, electrical, utilities, HVAC, and building-envelope systems.\nMonitor installation of major equipment and infrastructure, including transformers, switchgear,\nHVAC equipment, boilers, compressors, photovoltaic systems, battery energy storage systems, and associated utility infrastructure.\nReview contract drawings, specifications, shop drawings, technical submittals, schedules, manufacturer documentation, and construction records.\nIdentify, document, communicate, and track construction deficiencies and nonconforming work through resolution.\nPrepare detailed daily inspection reports, including descriptions of work performed, workforce observations, equipment, progress, deficiencies, unforeseen conditions, and photographs.\nPrepare weekly and monthly construction inspection summaries and maintain organized photographic records and deficiency tracking logs.\nWitness equipment startup, functional testing, pressure testing, hydrostatic/pneumatic testing, electrical testing, geothermal testing, HVAC testing, commissioning, and other quality-control activities.\nMonitor contractor compliance with approved safety requirements, including PPE, fall protection, lockout/tagout, hot-work permits, confined-space requirements, excavation/dig permits, and energized electrical work requirements.\nParticipate in preconstruction, progress, quality-control, commissioning, punch-list, and closeout meetings.\nMonitor construction progress against approved project schedules and identify potential delays, sequencing problems, constraints, and discrepancies between reported and actual progress.\nReview construction schedule updates and assess whether reported progress accurately reflects field conditions.\nAssist with punch-list development and verify completion of corrective work.\nReview as-built drawings against actual field conditions.\nSupport review and verification of O&M manuals, warranties, equipment inventories, training materials, commissioning documentation, and project closeout packages.\nCoordinate inspection activities and communicate findings professionally with Government representatives, construction contractors, subcontractors, and project managers.\nUse Procore or comparable construction management software to document and manage inspection information.\n\nRequired Qualifications\n\nMinimum 10 years of construction experience as a Construction Inspector, Contractor Superintendent, Quality Control Manager, or similar construction QA/QC professional; OR a minimum of 5 years of qualifying construction experience combined with a four-year college degree in Engineering or a qualifying professional credential such as PE, PMP, or QA/QC certification.\nAt least 2 years of experience within the last 10 years supporting Federal Government construction projects as a Construction Inspector, Contractor Superintendent, Quality Control Manager, or comparable role.\nDemonstrated ability to read and interpret construction drawings, specifications, technical submittals, and contract documents.\nStrong knowledge of local and national building codes and accepted construction practices.\nDemonstrated hands-on knowledge across multiple building/construction trades, such as electrical, mechanical, plumbing, structural, architectural, and civil construction.\nExperience performing construction surveillance, quality assurance, quality control, or inspection activities.\nExperience preparing detailed construction inspection reports, deficiency documentation, progress photographs, punch lists, and related field documentation.\nStrong written and verbal communication skills and ability to work independently with limited supervision.\nBasic proficiency with Microsoft Word, PDF documents, digital photographs, and electronic construction records.\nCurrent OSHA 10-Hour or OSHA 30-Hour Construction Safety certification.\nU.S. citizenship and ability to satisfy Federal/Coast Guard personnel security and site-access requirements.\nAbility and willingness to work full-time on-site at the U.S. Coast Guard Yard in Baltimore, MD for the duration of the assignment.\n\nHighly Desired Qualifications\n\nU.S. Coast Guard construction project experience.\nFive or more years of Federal Government construction experience.\nProcore construction management software experience.\nConstruction projects located in Maryland and Federal construction quality assurance/quality control.\nDesign-build construction and large-scale energy infrastructure or energy modernization.\nElectrical distribution and medium-voltage systems;
