Specialized experience must demonstrate the following1.) Mastery of advanced concepts, principles, theories, practices and techniques of program management and acquisition of MDAP NWS, including assessment of cost, schedule and performance, as well as risk management plans and strategies. 2.) Knowledge of DOD/Navy directives and regulations concerning the acquisition of major weapons systems to develop strategies and execute plans for determining and managing operational requirements (e.g., Joint Capabilities Integration and Development System (JCIDS)), developing and procuring new systems, and developing and programming for new shore F&I.3.) Extensive knowledge of policies and procedures governing contracts with private industry in order to develop procurement strategies and oversee contract performance in support of major procurement programs. 4.) Thorough knowledge of all phases of the Planning, Programming, Budgeting and Execution System (PPBES) in order to develop successful strategies, prepare effective Program Objective Memoranda (POM) submissions, justify, defend submissions, and manage financial resources.
