The Marine Design Center was established in 1908 as a center of expertise and experience for naval architecture and marine engineering. The Center provides total project management including planning, engineering and shipbuilding contract management in worldwide support of Corps, Army and national water resource projects. The Center services the entire Corps of Engineers by preparing preliminary workboat, barge, and ship designs, preparing contract designs, performing marine engineering and naval architectural consulting, performing stability analysis for vessels, load handling analysis for floating cranes, specification writing for both new construction and major vessel upgrades, and preparation of technical contract sections. In addition, the center manages floating plant acquisitions to include quality assurance at shipyards, contract compliance, physical testing, and direct support to Contracting Officers. Vessel types include hopper dredges, dustpan dredges, floating cranes, crane barges, survey boats, towboats, specialty barges, and various types of workboats.For additional information, see our website at https://www.nap.usace.army.mil/Missions/Marine-Design-Center/ .ResponsibilitiesAs the Chief, Machinery Branch, at the Marine Design Center, your responsibilities will include, but not be limited to, the following: Oversee engineering activities related to vessel system design, including mechanical systems, HVAC, electrical load analysis, and power transmission. Guide the development of studies, concepts, design plans, working plans, and specifications for floating plant. Manage diverse shipboard mechanical and electrical applications. Oversee design and application of systems including sanitary and sewage, hydraulic, hauling and hoisting equipment, pumps, controls, automation, and monitoring systems. Direct work involving switchboards, electrical distribution, compressed air systems, separators, diesel engines, and emission reduction technologies. Ensure all designs account for ship safety, occupational health requirements, and environmental regulations. Supervise and directs the work of subordinates Coordinate engineering work across all major floating plant assets, including dredges, derrick boats, barges, tugboats, towboats, and unconventional craft. Oversee engineers and technicians in producing designs, completing studies, and collaborating with contractors on Marine Design Center projects. Manage the development of major repair packages, as well as designs for significant renovations and vessel repowering projects. Consult with manufacturers, designers, shipowners, shipbuilders, marine industry groups on the development of novel concepts in materials, equipment and operating techniques, for possible application to marine design projects. Meet and confer with key representatives of other districts or Government agencies. Participate in the broad scheduling, estimating, and budgeting of design projects. Coordinate, with the project managers, the processing of contractor working drawings, which are reviewed for technical adequacy by the Machinery Branch. Provide technical expertise on marine vessel engineering and marine construction management to others. Specialized Experience: One year of specialized experience which includes applying mechanical and electrical engineering principles to vessel system design for floating plants; developing design plans and specifications for marine systems such as power transmissions, HVAC, or electrical distribution; preparing studies and analyses for the repair or renovation of shipboard mechanical or electrical systems; and overseeing engineering projects to ensure adherence to design standards and environmental regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. You will be required to provide proof of U.S. Citizenship. This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time. Professional registration as an engineer is required. The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter Male applicants born a ft er December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is an Engineer and Scientists (Resources and Management) Career Field (CF) 18 position. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Parking is available for a daily, weekly, or monthly fee in the vicinity of the Philadelphia District o ff ice building, at employee's expense. However, most employees commute through public transportation or high-speed rail. The Army currently provides up to $300 per month for mass transit subsistence.
