The selected inspector(s) will serve as the Government Technical Monitor (GTM), conducting field inspections, monitoring contractor compliance, documenting project progress, and ensuring construction quality and safety throughout the September 2026 to August 2028 period of performance. Please note that this is a part-time field position requiring approximately 16 to 24 hours per week, with hours determined weekly by the USDA Forest Service based on project needs.\n\nThis role is contingent upon award of project.\n\nResponsibilities and Duties:\n\nPerform on-site construction inspections to verify contractor compliance with project plans, specifications, contract requirements, and accepted construction practices\nMonitor the quality of construction materials, equipment, and workmanship to ensure all work meets project and regulatory standards\nConduct inspections of building, road, trail, bridge, utility, drainage, and infrastructure improvement projects throughout El Yunque National Forest\nPrepare and maintain detailed daily inspection reports, field notes, and Contract Daily Diaries documenting progress, site conditions, labor, equipment, weather, and construction activities\nIdentify deficiencies, non-compliant work, or potential issues and promptly communicate findings to the Contracting Officer (CO) and Contracting Officer's Representative (COR)\nReview construction progress against approved schedules and monitor contractor adherence to project milestones and contract requirements\nVerify that required safety procedures, construction standards, approved submittals, and applicable regulations are being followed at active job sites\nMaintain organized project records, correspondence, testing reports, submittals, payment documentation, and inspection files throughout the life of each project\nTravel between multiple project locations and perform field inspections in rugged terrain, steep slopes, and varying weather conditions across El Yunque National Forest, Puerto Rico\n\nRequired Education, Knowledge and interpret and apply construction drawings, contract documents, technical specifications, and project requirements during field inspections\nThorough understanding of construction inspection principles, quality assurance practices, and accepted construction methods for civil, roadway, trail, utility, and facility projects\nExcellent written documentation skills, with the ability to prepare accurate, detailed, and concise daily diaries, inspection reports, and project records\nStrong attention to detail and observational skills to identify deficiencies, non-compliant work, safety concerns, and potential construction issues\nEffective communication skills with the ability to coordinate professionally with contractors, the Contracting Officer (CO), Contracting Officer's
