Inspect construction projects to ensure compliance with scope of work, plans, and specifications and identify and resolve conflicts between plan design and field work. Conduct pre-bid and pre-construction conferences and weekly progress meetings. Review and approve project submittals and close-out documents. Collect and summarize data and generate and maintain reports. Interview employees working on-site for contractors to verify Davis-Bacon wage compliance. Monitor project budgets, negotiate and initiate change orders and review and process construction progress payments. Knowledge and Skills for Success Knowledge of DHA policies and procedures. Understanding of project management principles. The ability to read and interpret blueprints, engineering drawings, diagrams, technical specifications and commercial standards and detect discrepancies. Knowledge of the materials, methods and practices of land development, building codes, building construction and structural rehabilitation. Understanding of applicable laws, standards and regulations relating to construction inspection and safety. Expertise in cost estimation and developing budgets based on scope of work. The ability to prepare bid packets in a timely manner. Skill in preparing and organizing inspection field reports. Understanding of the principles of record keeping and records management. Proficiency in utilizing a variety of business software programs. Excellent verbal and written communication skills. The ability to interact effectively with diverse groups of people. Qualifications Associates degree in Construction, Construction Management, Construction Technology, Construction Engineering or Architecture Five (5) years of progressive experience in construction, construction management, quality control, cost estimation, contract administration, inspections, architecture or housing rehabilitation Or an equivalent combination of education and experience How to Apply Applications must be submitted online by using the Apply button at the top of this page.
