The incumbent investigates potential violations of technicalzoning, environmental, nuisance and other city codes through office andfield work. Provides guidance and oversight to code compliance staffthrough workflow management and review of complex cases. Supervision isa responsibility of this position.## Essential DutiesThe following are intended to describe core work functions of thisclassification. While the level and broad nature of essential duties maynot change, specific work tasks may vary over time depending on thecity\\'s needs.*\\\\ Provide overall leadership. Coordinate and manage the citys effortsto improve the quality of life for the business community,neighborhoods and manufactured (MFG)/ mobile home and RV parksthrough the fair administration of the citys zoning and propertymaintenance codes. Plan, direct, coordinate, review and oversee the work plan and thework of code enforcement personnel engaged in the inspection andenforcement of a wide variety of municipal land use, building,property maintenance and zoning ordinances, codes and regulations.Assigns work activities, projects and programs; reviews andevaluates work product, method and procedures. Meet with staff to identify and resolve problems; review and editthe work of staff. Develop goals and objectives for programs. Recommend and administerpolicies and procedures, and code amendments. Identify opportunitiesfor improving service delivery methods and procedures. Recommend appropriate services and staffing levels. Conduct avariety of organizational studies, investigations and operationalstudies. Assist with the divisions budget, including forecastingfunds needed for staffing, equipment, materials and supplies. Select, supervise, train motivate and evaluate work of assignedstaff; provides or coordinates staff training and developmentincluding coaching, counseling and discipline. Interact and maintain communication with the building and safetymanager and development services director as well as the cityattorneys office on assigned case investigations; assist withreviewing, researching and analyzing investigative cases. Representthe department director in legal strategy and office meetings withthe city attorneys office, Respond to and handle difficult compliance cases; explain cityregulations relating to building, zoning, and land use, planning andrelated issues. May serve as liaison with other city departments to establish orenhance programs to serve the residents. May make presentations on the code compliance program; attend andparticipate in professional group meetings. Assist and coordinate with local non-profit organizations such ascommunity development commission (CDC) on neighborhood clean-upprojects. Support the citys policies, goals and objectives and work withmanagement and other staff to ethically achieve such goals andobjectives; ensure compliance with safety procedures.## Minimum QualificationsEducation and Experience\\Graduation from a college or university accredited by an agencyrecognized by the U.S. Secretary of Education or Council for HigherEducation Accreditation (CHEA) with a Bachelors Degree in Planning,Public Administration, Business Administration or closely related field;and five (5) years paid fulltime experience at an advanced level in codeenforcement or code compliance a ctivities, or building inspection orplan review; two (2) years of which must have been in a supervisory ormanagement role; OR an equivalent combination of education andexperience.\\\\Must possess at the time of appointment, International Code Council(ICC) Property Maintenance and Housing Inspector Certification.**## Supplemental InformationKnowledge Safe and efficient work practices as they relate to codeenforcement; basic principles, practices and techniques of codeenforcement, investigative techniques, legal aspects of codeenforcement, program development, general city services andmunicipal organizational structure as they relate to codeenforcement.
