The PM provides leadership and oversight for all contract personnel, ensuring compliance with Department of Defense (DoD), Department of the Army, Defense Manpower Data Center (DMDC), and contract requirements.\r\nThe PM acts as the primary liaison between the Contractor, Contracting Officer (KO), Contracting Officer Representative (COR), Alternate COR (ACOR), and Government stakeholders. The PM is responsible for maintaining operational continuity, quality control, contract compliance, personnel performance, reporting, and customer service excellence in support of approximately 79,000 customers annually.\r\nEssential Duties and Responsibilities\r\nContract Management\r\nServe as the primary point of contact for all contract-related matters.\r\nProvide overall management and supervision of contract personnel.\r\nEnsure all contract requirements, performance standards, and deliverables are met.\r\nMaintain full authority to act on behalf of the Contractor regarding daily operations.\r\nCoordinate with Government representatives regarding operational issues, staffing, and performance concerns.\r\nAttend post-award conferences, periodic progress meetings, and Government-directed meetings.\r\nPersonnel Management\r\nRecruit, hire, train, supervise, and evaluate contract personnel.\r\nEnsure staffing levels meet contractual requirements\r\n14 RAPIDS Workstation Operators\r\n2 Customer Service Representatives\r\n2 Appointment Line Operators\r\n2 Site Security Managers (SSMs)\r\nEnsure vacancies exceeding eight operational hours are filled with qualified personnel.\r\nManage employee scheduling, leave, and workforce continuity.\r\nMaintain employee rosters and submit updates as required.\r\nQuality Assurance & Compliance\r\nDevelop, implement, and maintain the Quality Control Plan (QCP).\r\nMonitor compliance with all contract performance requirements and quality standards.\r\nConduct internal audits and inspections.\r\nRespond to Corrective Action Requests (CARs) and Non-Conformance Reports (NCRs).\r\nEnsure compliance with\r\nDoD policies\r\nArmy regulations\r\nDEERS/RAPIDS procedures\r\nPhysical security requirements\r\nOPSEC requirements\r\nPrivacy Act requirements\r\nCybersecurity requirements\r\nOperational Oversight\r\nOversee all CAC, USID, DEERS, appointment scheduling, and customer service operations.\r\nEnsure timely processing of\r\nCAC issuance\r\nCAC PIN resets\r\nUSID card issuance\r\nDEERS enrollment and updates\r\nMonitor customer service metrics and waiting times.\r\nEnsure uninterrupted mission-essential services during normal and emergency operations.\r\nReporting & Deliverables\r\nPrepare and submit Monthly Status Reports (MSRs).\r\nMonitor workload data and performance metrics.\r\nMaintain records related to quality control, security, training, staffing, and operational performance.\r\nEnsure all required reports are submitted accurately and on time.\r\nSecurity & Risk Management\r\nEnsure contractor personnel maintain required background investigations.\r\nOversee implementation of physical security procedures.\r\nEnsure completion of required security training\r\nAnti-Terrorism (AT)\r\nOPSEC\r\nCyber Awareness\r\nTARP\r\niWATCH\r\nManage contingency planning and mission-essential services planning.\r\nRequired Qualifications\r\nEducation\r\nBachelor's degree in Business Administration, Public Administration, Management, Information Systems, or related field preferred.\r\nEquivalent military or government management experience may be substituted.\r\nExperience\r\nMinimum 5 years of progressively responsible management experience.\r\nMinimum 3 years managing government contracts or service delivery operations.\r\nExperience supervising multi-functional teams.\r\nExperience working within DoD, Army, DEERS, RAPIDS, personnel services, or identity credentialing environments preferred.\r\nKnowledge, Skills, and Abilities\r\nStrong leadership and personnel management skills.\r\nExcellent communication and customer service abilities.\r\nKnowledge of Federal contracting practices and performance-based service contracts.\r\nAbility to analyze operational metrics and implement corrective actions.\r\nProficiency in Microsoft Office Suite.\r\nAbility to understand, speak, read, and write English fluently.\r\nAbility to maintain confidentiality and safeguard Personally Identifiable Information (PII).\r\nSecurity Requirements\r\nFavorable National Agency Check with Inquiries (NACI).\r\nAbility to obtain and maintain a Common Access Card (CAC).\r\nAbility to access military installations.\r\nPreferred Qualifications\r\nProject Management Professional (PMP)
