As the prime contractor for CPSS PP&C II, ARES provides integrated program planning and control capabilities supporting NASA programs and projects, including cost estimating and analysis, scheduling, risk management, resource management, and integrated program assessment.\n\nThe Program Analyst III will provide cost estimating, scheduling, assessment, and program analysis support to NASA’s JSC Strategic Business Integration Office and its supported programs and projects. The position will contribute to high-visibility NASA human spaceflight efforts, including Artemis, Moon Base, and future NASA programs, providing the analyses and information NASA management needs to evaluate program performance and make informed decisions.\n\nJob Responsibilities\n\nThe Program Analyst III will perform a range of program planning, cost, schedule, and analytical activities, including:\n\nDevelop and maintain fiscal-year and year-end cost estimates, Life Cycle Cost (LCC) estimates, Estimates at Completion (EACs), Cost Evaluations, Basis of Estimates (BOEs), and other program cost projections.\nPerform cost estimating and analysis to support NASA program planning, budgeting, assessments, and management decision-making.\nMaintain awareness of current cost-estimating methodologies, analytical techniques, and industry practices and provide recommendations to NASA as appropriate.\nProvide updates, status information, and maintenance inputs to Integrated Master Schedules (IMS) and other program schedules.\nAnalyze schedule performance, identify and assess critical and driving paths, produce the top three critical paths, and provide actionable recommendations to NASA management.\nDevelop Change Request (CR) estimates and perform cost analyses for proposed hardware changes, operational changes, and program contractor proposals.\nEvaluate contractor cost proposals and update NASA cost estimates based on proposed changes and supporting technical information.\nSupport development and validation of Independent Government Estimates (IGEs) and Rough Order of Magnitude (ROM) estimates, including evaluating consistency with contractor proposals.\nProvide cost and programmatic assessments using NASA-approved formats, templates, processes, and reporting requirements.\nUtilize NASA-provided analytical models and tools to develop parametric cost estimates, risk assessments, and ad hoc program analyses.\nIntegrate cost, schedule, technical, and programmatic information to identify trends, potential issues, and impacts to program objectives.\nPrepare analyses, briefings, reports, and recommendations for NASA technical and program management stakeholders.\nCollaborate with NASA customers, program/project personnel, contractors, and other PP&C team members to support integrated program planning and assessment activities.\n\nMinimum Requirements\n\nBachelor’s degree in business, finance, engineering, mathematics, economics, program/project management, or a related discipline, or equivalent relevant experience.\nMinimum of five (5) years of relevant professional experience in program analysis, cost estimating, scheduling, financial analysis, program planning and control, or a related discipline.\nStrong analytical skills with the ability to evaluate cost, schedule, and program performance information and translate analyses into clear recommendations.\nAdvanced proficiency with Microsoft Office, particularly Microsoft Excel, PowerPoint, and Word.\nStrong written and verbal communication skills with the ability to prepare and present technical and programmatic information to a variety of stakeholders.\nAbility to work effectively as part of an integrated team supporting multiple organizations, customers, and priorities.\nAbility to provide required onsite support at NASA Johnson Space Center in Houston, Texas.\n\nPreferred Qualifications\n\nPrevious experience supporting NASA or another U.S. Government contract.\nExperience supporting NASA human spaceflight programs, large aerospace programs, or similarly complex engineering and development programs.\n\nARES Benefits:\n\n ARES offers a competitive compensation and benefit package.
