This platform will support Veterans participating in self-direction programs by streamlining payroll, tax filings, caregiver management, budgeting workflows, and compliance-related tasks. This role reports to the Chief Technology Officer, who maintains final authority over architectural decisions and engineering standards.\nThe Sr. Software Engineer will guide implementation, potentially coordinate offshore engineers, and ensure delivery of high-quality software aligned with architectural direction.\nThe platform must simplify self-direction, uphold dignity and independence, and ensure behind-the-scenes administrative accuracy while Veterans and caregivers focus on what matters most. This role is part of a new and growing service line focused on building a Veteran Directed Care Financial Management Services (FMS) platform from the ground up. While the position requires architect level technical thinking and hands on leadership, compensation reflects the realities of a startup stage build within a fully mature enterprise environment.\nAs the service line grows and the platform scales across states, this role offers significant opportunity for career advancement, increased scope, and expanded leadership responsibility, including progression into Principal Engineer, Platform Architect, or broader technical leadership roles.\nREQUIREMENTS\nPlatform Architecture & Technical Leadership\nWork closely with key stakeholders to architect a secure, configurable, cloud-based VDC FMS platform including modules for enrollment, budgeting, payroll, tax filing, caregiver onboarding, customer support, and reporting (potential EVV reporting)\nTranslate technical designs into implementation plans.\nCollaborate on technical decisions related to APIs, data models, infrastructure, and integration with third-party solutions.\nEnsure platform scalability to meet growth in Veteran participation and multi-state expansion.\nCoordinate integration with external services such as payroll systems\nImplement complex business logic and core services\nHands-On Development\nLead development of core services: budgeting engines, timesheet processing, caregiver management, authorization tracking, and financial reconciliation.\nImplement features that support the philosophy of simplifying Veteran self-direction, such as real-time budget visibility and intuitive caregiver management tools.\nRecommend coding standards, review and oversee initial system builds with offshore development team members.\nCompliance, Security & Data Integrity\nImplement required controls for HIPAA, VA policies, and F/EA tax compliance.\nConduct code reviews and enforce coding standards\nDevelop secure authentication, authorization, audit logging, and document storage systems.\nEnsure alignment with VA VDC program needs, including documentation, tracking, and reporting requirements.\nCross-Functional Collaboration\nCollaborate closely with UX/UI designers to deliver a Veteran- and caregiver-friendly experience.\nPartner with subject matter experts to capture Veteran-specific program nuances.\nCollaborate with the Product Owner on feature implementation\nTeam Leadership\nMentor offshore developers and lead engineering process establishment.\nSupport recruitment and onboarding as the engineering team scales.\nChampion a culture of accessibility, respect, and Veteran-centered design.\nQUALIFICATIONS & EXPERIENCE\nRequired\n8+ years software development experience\nExtensive expertise in C# and .NET\nExperience building REST APIs and scalable backend systems\nExperience working in cloud environments (Azure required)\nExperience working with distributed engineering teams\nStrong SQL database design experience\nExperience delivering SaaS platforms\nExperience developing platforms in regulated environments (healthcare, financial services, FMS, or similar).\nPreferred\nExperience building platforms for self-direction, VDC, Medicaid HCBS, LTSS, or Veteran-serving programs.\nUnderstanding of Veteran user needs and program operations.\nSuccess Metrics\nDelivery of a compliant, secure, scalable VDC FMS platform within required timeframes\nStrong Veteran and caregiver experience.\nStreamlined administrative processes supporting the mission of Veteran independence.\nMeasurable reduction in manual operations through automation.\nPHYSICAL DEMANDS\nThe physical demands described here are representative of those that must be met by an employee to successful perform the essential functions of this job.
