We embrace inclusivity, continuous learning, and a collaborative culture that empowers our teams to deliver meaningful transformation.\r\nThis position is fully remote located within CONUS United States.\r\nResponsibilities\r\nSystem & Application Development\r\nDesign, develop, and enhance Java-based applications and APIs supporting VR&E case management and integration needs.\r\nBuild secure, scalable backend services using Java, Spring Boot, REST APIs, and microservices patterns.\r\nSupport front-to-back full-stack functionality when required.\r\nAssist in designing and maintaining CI/CD workflows using Jenkins, GitHub Actions, Maven, and Nexus.\r\nUse modern development practices, including optional AI-assisted code suggestions or automated code review tools where appropriate and aligned with VA governance.\r\nSystems Integration (Primary Focus)\r\nIntegrate VR&E systems with enterprise VA services such as MPI, VA Profile, BGS services, and REST/SOAP endpoints.\r\nAnalyze legacy system data flows and build new integration processes.\r\nCreate and validate JSON/XML requests for testing web services.\r\nPerform data mapping, transformation, and validation.\r\nSupport validation of data-driven or automation-assisted workflows to ensure accuracy and reliability.\r\nCloud & DevOps\r\nDevelop and deploy applications within AWS using EC2, RDS, S3, CloudWatch, SQS/SNS, Lambda, and related services.\r\nCollaborate with DevSecOps engineers to improve build pipelines.\r\nSupport containerized deployments.\r\nLeverage cloud-native automation or AI-assisted diagnostics tools when beneficial and permitted.\r\nDatabase & Scripting\r\nWrite PL/SQL, stored procedures, triggers, and views for Oracle/PostgreSQL databases.\r\nDevelop scripts using Bash, Curl, or Python.\r\nAnalyze data integrity issues and support data migration efforts.\r\nApply enhanced data-quality checks, optionally supported by anomaly-detection tooling when appropriate.\r\nAgile Collaboration & Support\r\nParticipate in backlog refinement, sprint planning, daily stand-ups, and reviews.\r\nProvide Tier III troubleshooting support.\r\nDocument technical processes, integration points, and API interaction patterns.\r\nCollaborate with cross-functional teams.\r\nUse modern collaboration tools, including optional AI-powered search or documentation assistants, to streamline team communication.\r\nQualifications\r\nRequired Skills and Experience\r\nBachelor's Degree in Engineering, Computer Science, Systems, or a related discipline or commensurate experience.\r\n5–8 years of professional software development experience.\r\n3+ years with Java/JDK, including Spring or Spring Boot.\r\nExperience designing and consuming RESTful APIs.\r\nExperience integrating with external services using JSON/XML.\r\nHands-on experience with AWS cloud services.\r\nExperience with CI/CD tools such as Jenkins, Maven, GitHub, and Nexus.\r\nExperience with relational databases (Oracle, PostgreSQL, MySQL).\r\nStrong understanding of Agile/Scrum methodologies.\r\nStrong problem-solving and communication skills.\r\nAwareness of automation-enhanced development workflows and ability to adapt to modern tooling.\r\nClearance Requirement\r\nAbility to obtain a Government Public Trust clearance.\r\nPreferred Skills and Experience\r\nUnderstanding of Federal security frameworks (FISMA, NIST 800-53).\r\nExperience supporting Tier II/III production operations.\r\nKnowledge of DevOps principles and automated testing.\r\nTroubleshooting cloud-hosted distributed systems.\r\nExperience with event-driven architecture.\r\nSecure coding practices and code reviews.\r\nExposure to modernization or re-platforming efforts.\r\nGeneral awareness of responsible automation and VA modernization priorities, including emerging AI-supported development tools.\r\nInterest in learning or leveraging modern development accelerators, including AI-assisted tooling where appropriate.\r\nCompany Overview\r\nGovCIO is a team of transformers–people who are passionate about transforming government IT.
