This position is responsible for the quality and accuracy of cost estimates, the recruitment and relationship management of subcontractors, and the alignment of the design with budget objectives.\nDuties, Tasks and Responsibilities\nPreconstruction Estimating\nLead preconstruction estimating efforts from initial concept through final pricing using various delivery methods.\nPrepare detailed conceptual estimates, schematic and design development-level budgets, and competitive bid packages.\nInterpret project plans, design documents, drawings, and specifications to build accurate, comprehensive cost estimates that reflect both design intent and construction feasibility.\nAdapt estimates to reflect design changes, scope adjustments, or updated project information while maintaining timely communication with the design and construction teams.\nManage and oversee all takeoffs, pricing, value analysis, and proposal components.\nCollaborate early with Designers, Operations, and Business Development to ensure alignment of scope, schedule, and cost objectives.\nDevelop and maintain local and regional historical cost data base with input from suppliers, manufacturers and subcontractors.\nAssist project management/ operations with subcontractor proposal scope review, bid leveling and contract negotiations.\nValidate subcontractor bids and ensure they align with project goals and risk assessments.\nMaintain financial accountabilities for all estimates and preconstruction budgets under assigned projects.\nMonitor and report preconstruction cost performance, proactively adjusting to meet profitability targets.\nAssess cost trends and construction market conditions to inform pricing and escalation strategy.\nSubcontractor Recruitment and Relationships\nIdentify, engage, and prequalify new subcontractors to expand PSI's trade partner base in strategic markets.\nFoster strong relationships with existing subcontractors to enhance collaboration and pricing competitiveness.\nCommunicate scopes of work clearly and manage expectations with subcontractors throughout the preconstruction phase.\nPartner with field operations and project management to assess subcontractor performance and availability.\nEnsure inclusive bidding practices by proactively involving MBE, WBE, and SBA-certified firms.\nCommunication & Collaboration\nRepresent Preconstruction in client-facing meetings, project interviews, and internal leadership discussions.\nSupport the Business Development team with accurate pricing and strategy in pursuit efforts.\nProvide leadership in project pursuits by developing win strategies and aligning team efforts accordingly.\nFacilitate internal collaboration to ensure seamless handoff from preconstruction to operations.\nParticipate in and influence company-wide strategic planning and process improvement initiatives.\nAbility to manage multiple projects simultaneously under tight deadlines, with strong organizational skills.\nBehavioral Competencies\nCore Competencies\nIntegrity – Act with integrity; able to present ideas clearly to diverse audiences.\nAbility to manage multiple priorities in a fast-paced environment.\nKnowledge of MBE, WBE, SBA, and other subcontractor compliance programs.\nStrong relationship-building and negotiation skills with subcontractors and vendors.\nExperience with Job Order Contract (JOC) estimating is preferred but not required.\nWorking Conditions\nPrimarily office-based at one of PSI Texas office locations.\nSome travel may be required for project meetings, subcontractor outreach, or presentations.\nWork hours typically average 45–50 per week, with flexibility required around proposal deadlines.\nMinimum Qualifications\nEducation/Experience\n10+ years of experience in engineering, commercial construction, or preconstruction roles.\nMinimum of 4 years in estimating or cost management with significant client-facing and team leadership responsibilities.\nBackground in K-12, higher education, or institutional construction is preferred.\nExperience estimating Design-Build and/or Public/Private Partnerships are a plus.\nBachelor’s degree in Construction Management, Engineering, or related field, or equivalent industry experience.\nEstimating certifications such as DBIA, CPE, CEP, or CVS are a plus.\nApply Today\nApply Today\nOur people are the source of our success.
