This role provides strategic leadership across software development, enterprise architecture, security, operations, and user support functions delivered within a scientific or public health mission environment.\n\n**Onsite in Rockville, MD, Hybrid possible for right candidate**\n\nBenefits:\n\nComprehensive Medical, Dental, and Vision Insurance\nEmployer-Paid Life Insurance\nEmployer-Paid Short-Term and Long-Term Disability Insurance\n401(k) Plan\nPaid Time Off (PTO) that includes Vacation Leave, Sick Leave, and 11 Paid Holidays\nEducational Assistance\n\nSalary: 135k-165k\n\nClick here to learn about BRMi's culture.\n\nClick here to see BRMi’s Glassdoor reviews.\nResponsibilities:\nLead daily operations for a multifaceted IT support program spanning development.\nServe as the central contact point with the NCI and liaison with the Contracting Officer’s Representative (COR) as needed.\nDevelop a custom Earned Value Management (EVM) analysis process to provide objective, accurate and timely data for effective decision making.\nAssist the NCI in the development, review, enhancement, and update of IT planning and governance.\nProvide oversight of software development efforts, ensuring adherence to established standards, completion of required documentation, and timely delivery of system updates and enhancements.\nDrive enhancements to program processes, tools, and methodologies to improve efficiency and quality.\nMaintain program-level tracking and reporting systems for activities, risks, milestones, and performance metrics.\nPerform other duties as assigned.\nQualifications:\nProject Management Professional (PMP) certified by the Project Management Institute (PMI).\n10+ years of experience managing complex IT programs or projects of similar size and scope.\nExperience implementing and overseeing quality assurance processes aligned with best practices (e.g., ITIL, CMMI, EPLC, SDLC).\nStrong communication and coordination skills, with a proven ability to engage stakeholders and lead interdisciplinary teams across multiple technical and operational areas.\nDemonstrated experience leading software development teams.\nBachelor’s Degree in related field.\nAbility to obtain and maintain a Public Trust with the NIH.\nDesired Qualifications:\nPrior management experience supporting programs for HHS operating divisions, including NIH, CDC, FDA, HRSA, AHRQ, or similar organizations (not required but strongly preferred).\nExperience coordinating enterprise architecture, data management, or modernization within research or health IT domains.\nFamiliarity with infrastructure modernization within federal environments.\nExperience supporting scientific or academic program stakeholders.\n** BRMi will not sponsor applicants for work visas for this position.**\n**This is a W2 opportunity only**\n\nEOE/Minorities/Females/Vet/Disabled\nWe are an equal opportunity employer that values diversity and commitment at all levels.
