This position is ideal for a highly organized program management professional with experience supporting government program managers across financial tracking, schedule management, acquisition documentation, reporting, and resource planning.\nThe selected candidate will provide direct programmatic support at the program level, helping track cost, schedule, performance, staffing, contract funding, and overall execution status. This role requires strong attention to detail, excellent communication skills, and the ability to translate complex program data into clear reports, briefings, schedules, and decision-support materials.\nExperience developing and maintaining an Integrated Master Schedule (IMS), working in Microsoft Project, and supporting customer programmatic tools and processes such as FACTS, CMIS, JIRA, and ARBs is highly desired. A technical background is preferred, and knowledge of AI-related initiatives is a plus.\nResponsibilities\nProvide financial, staffing, schedule, and summary reports to Government Program Managers and program leadership.\nAssist with the allocation, tracking, and analysis of program resources, including contract staffing, facilities, budgets, and funding execution.\nRecommend funding adjustments and identify areas of concern related to execution, staffing, funding, or program risk.\nSupport the development and maintenance of program documentation, including:\nTask Technical Orders\nStatements of Work\nProgram Management Plans\nRisk Management Plans\nProgram schedules\nTechnical CICA memorandums\nAcquisition Strategies\nCDRL packages\nDevelop, maintain, and track program schedules, including Integrated Master Schedules.\nUse program management tools such as Plan-It, Microsoft Excel, Microsoft Project, JIRA, and other customer systems to support planning, documentation, execution, and reporting.\nAssist program managers in tracking program status, evaluating operational and technical alternatives, performing risk assessments, and managing integrated product teams.\nSupport execution within established cost, schedule, and performance baselines.\nAttend contract reviews and assist with cost estimating, burn rate analysis, funding execution, and monitoring of program outcomes.\nPrepare point papers, briefing charts, spreadsheets, financial reports, staffing reports, and other decision-support materials.\nAnalyze, track, and report program unfunded requirements in accordance with customer policies and processes.\nPrepare recurring reports related to:\nFunding execution\nBudget availability vs. projected costs\nCost estimating and burn rate analysis\nContract funding runout dates\nPeriods of performance\nPlanned award dates\nContractor deliverables\nStaffing trends, vacancies, delays, projections, and attrition metrics\nContract documentation readiness and baseline schedules\nAssist Government Program Managers and initiative leads with resource planning and tracking.\nPrepare and support delivery of presentations for program and initiative status reviews.\nCommunicate effectively with technical teams, program leadership, contracts personnel, financial stakeholders, and customer representatives.\nRequired Qualifications\nTwelve years of demonstrated combined experience in DoD/IC program management, contract management, and/or financial management.\nBachelor's degree with a business or technical focus.\nDegree Substitution\nIn lieu of a bachelor's degree, the following may be substituted:\nPMP certification, CFCM certification, or DAWIA Level III certification in any focus area, plus an additional three years of directly related experience, for a total of fifteen years of experience.\nIn lieu of certification, an additional three years of directly related experience may be substituted, for a total of eighteen years of directly related experience.\nRequired Skills\nExperience providing direct programmatic support to Government Program Managers or senior program leadership.\nExperience supporting cost, schedule, performance, budget, staffing, and contract execution tracking.\nExperience preparing program briefings, financial reports, spreadsheets, point papers, and executive-level decision-support materials.\nExperience developing or maintaining program schedules, preferably including Integrated Master Schedules.\nProficiency with Microsoft Excel, including demonstrated use of:\nPivot tables\nSlicers\nPivot charts\nProficiency with Microsoft Project.\nStrong communication, organization, and coordination skills.\nAbility to manage multiple priorities and deliver accurate reporting in a fast-paced program environment.\nDesired Skills\nFamiliarity with Plan-It.\nExperience using customer programmatic support tools and processes such as FACTS, CMIS, JIRA, and ARBs.\nExperience supporting contract actions, acquisition documentation, or baseline readiness activities.\nTechnical background or experience working closely with technical teams.\nKnowledge of or exposure to AI-related programs, initiatives, or technologies.\nExperience supporting DoD/IC acquisition, financial execution, or resource planning processes.\nAbout SITEC\nSITEC Consulting is a trusted small business supporting mission-critical work across the defense, intelligence, and federal technology communities.
