Join us to make significant contributions during pivotal moments in the lives of others!Role Overview:The CCBHC Implementation Project Manager provides clinical and operational leadership for the agency’s end-to-end implementation and ongoing operationalization of the Certified Community Behavioral Health Clinic (CCBHC) model. This role serves as the central integrator across clinical services, operations, finance, IT, quality, and human resources — ensuring that all CCBHC requirements are translated into sustainable, high-quality care delivery systems.The CCBHC Implementation Project Manager brings direct clinical expertise to drive service development, care coordination, and quality outcomes across the nine required CCBHC service areas. This position combines clinical acumen with strong project management discipline to align staffing models, service expansion, workflows, and financial sustainability in preparation for CCBHC certification and ongoing operations. The role participates in major agency policy development, strategic planning, and represents the organization in external stakeholder meetings. Clinical Leadership & Service DevelopmentLead the clinical design and implementation of all nine required CCBHC service areas, ensuring services are evidence-based, trauma-informed, and recovery-orientedEstablish and uphold clinical standards, care protocols, and best practices across outpatient, crisis, care coordination, and specialty service linesEnsure services are responsive to Community Needs Assessment (CNA) findings and reflect the demographics and priorities of the populations servedChampion integrated, whole-person care approaches including co-occurring mental health and substance use disorder treatment, primary care integration, and peer support servicesProvide clinical consultation to staff and leadership on complex cases, ethical questions, and service delivery challengesPromote the principles of recovery, peer support, and culturally competent care throughout implementation activities CCBHC Implementation & Project ExecutionLead planning, coordination, and execution of all CCBHC certification requirements across all required service domainsDevelop and manage a detailed implementation roadmap from pre-certification through go-live and ongoing operationsIdentify operational and clinical gaps and drive resolution across services, staffing, workflows, and accessManage project timelines, deliverables, risk registers, and stakeholder communications using structured project management methodologiesEnsure readiness for CCBHC certification surveys, audits, and ongoing compliance activities Cross-Functional CoordinationServe as the central point of coordination across:Clinical operations and service deliveryFinance and cost reportingIT and electronic health records (EHR) systemsQuality, compliance, and outcomesHuman resources and recruitmentDrive accountability and remove barriers to execution across all departmentsFacilitate regular interdepartmental meetings, track action items, and ensure alignment on implementation priorities Financial Integration & SustainabilityPartner closely with Finance to align staffing and service assumptions with the CCBHC cost report and Prospective Payment System (PPS) modelEnsure that clinical and operational decisions are financially sustainable within the CCBHC funding frameworkMonitor implementation progress against visit volume projections, staffing assumptions, and cost expectationsSupport budget development for CCBHC-funded programs and assist with grant management and SAMHSA reporting requirements Designated Collaborating Organizations (DCOs) & External PartnershipsSupport the development and formalization of Designated Collaborating Organization (DCO) agreements and service-level partnershipsBuild and maintain relationships with FQHCs, hospital systems, community providers, and other external stakeholdersOptimize care coordination workflows and referral pathways to ensure continuity across service settingsRepresent the organization in external coalitions, state-level CCBHC meetings, and community partnerships Data, Quality & Performance ManagementEstablish and track key performance indicators (KPIs) including:Access and timeliness of careService utilization and visit volumeQuality measures and clinical outcomesCCBHC-specific reporting metricsEnsure readiness for all state and federal CCBHC reporting requirementsLead quality improvement initiatives tied to CCBHC service standards and accreditation requirementsUtilize data to inform clinical decision-making and drive continuous improvement Workforce Alignment & Staff DevelopmentPartner with HR and leadership to align hiring plans with CCBHC service expansion and CNA prioritiesIdentify workforce gaps, credentialing requirements, and recruitment priorities for CCBHC-required service areasSupport clinical onboarding, competency development, and operational readiness for new and existing staffContribute to the design of supervision structures and training programs that meet CCBHC workforce standardsEnsure that program staffing meets regulatory and licensing requirements under WAC and other applicable standards Leadership Communication & AccountabilityProvide regular updates to executive leadership on implementation progress, risks, mitigation strategies, and key decisions requiredFacilitate clear, consistent communication across clinical and operational teamsAttend and participate in leadership, board, and community meetings as appropriateSupport stakeholder communications including payers, state agencies, and community partners Compliance & Regulatory AdherenceEnsure alignment with CCBHC certification requirements, state behavioral health regulations, and federal expectationsMaintain current knowledge of applicable laws, regulations, and funding requirements including HIPAA, OSHA, WAC/RCW, and Medicaid rulesSupport audit readiness, documentation, and corrective action processesContribute to long-term sustainability planning and model fidelity for the CCBHC programMinimum Qualifications:EducationMaster’s Degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or a closely related clinical field requiredWashington State clinical licensure required (LICSW, LMHC, LMFT, or equivalent preferred)Project Management certification (PMP, CAPM, or similar) preferred; or demonstrated equivalent experience in managing complex healthcare initiativesMinimum 3–5 years of direct clinical experience in behavioral health settings, including outpatient mental health and/or substance use disorder servicesMinimum 2 years of progressive leadership, program management, or operational experience in a behavioral health or integrated care environmentDemonstrated experience leading complex, cross-functional projects with multiple stakeholders and competing prioritiesWorking knowledge of CCBHC model requirements, including the nine required service areas, DCO relationships, and certification standardsFamiliarity with Medicaid-funded services, cost reporting structures, and the PPS payment modelStrong understanding of evidence-based clinical practices including MI, CBT, DBT, TF-CBT, and trauma-informed approachesKnowledge of DSM-5 diagnostic criteria and clinical documentation standardsKnowledge, Skills, and Abilities:Direct experience with CCBHC certification, SAMHSA demonstration grants, or similar federal behavioral health programsExperience with Joint Commission and/or CARF accreditation processesExperience with financial modeling, Medicaid cost reporting, or behavioral health program budgetingKnowledge of EHR systems and behavioral health data/reporting platformsExperience working with Designated Collaborating Organizations (DCOs), FQHCs, or community health partnersFamiliarity with Six Sigma, Lean, or continuous quality improvement methodologiesBilingual or multilingual skills reflecting the demographics of the community servedDemonstrated ability to function as an approved or experienced clinical supervisor as defined by WAC 246-809-234Commitment to the principles of recovery, peer support, and culturally responsive careThorough knowledge of applicable regulations including HIPAA, OSHA, WAC/RCW requirements for behavioral health programsStrong project management and organizational skills, including
