IRMPO plans and implements policies by developing procedures and delivering a wide range of services for the Office of the Secretary and other nationwide Departmental bureaus.\n\nResponsibilities:\n\nAlthough other general duties within the scope of the position may be assigned, primary responsibilities include:\n\nReview and assess Research Security Program Plans and procedures.\nDevelop and manage the content for a Research Security Awareness Training program for Department of Commerce employees and associates.\nWork with staff to develop a more comprehensive Research Security compliance program.\nAssist in preparation of requested materials for the Department’s Research Security and Insider Risk mission.\nAssist in development of policies and guidance related to the Department’s Research Security and Insider Risk mission.\nAssist in staffing and tracking Interagency, Task Force(s), and National Security Council taskings.\nAttend interagency and internal Research Security and Insider Risk working groups as may be required.\nEvaluate the efficiency and effectiveness of Research Security Programs, make recommendations for improvement, and implement approved initiatives.\nQualifications:\n\nApproximately eight years of relevant professional experience, including approximately four years of Research Security experience.\n\nFederal Research Security experience at the Department/Agency headquarters level is preferred.\nFour years of supervisory experience preferred.\nDemonstrated ability to communicate clearly, concisely, and effectively with a variety of audiences, both verbally and in writing.\nExceptional writing skills and proficiency with Microsoft 365 applications; this is a writing-intensive position.\n\nSecurity Clearance: Top Secret (TS) security clearance with SCI crossover eligibility (not simply SCI eligible). This requires an in-scope background investigation and either currently SCI-indoc’d or read out of SCI within the past 23 months.\n\nEducation:\n\nBachelor of Science (BS) degree required. Candidates with a Bachelor of Arts (BA) degree may qualify with four additional years of relevant professional experience, for a total of at least 12 years of relevant experience. Master’s degree preferred.\n\nLocation and Work Hours:\n\nFull-time on-site at U.S. Department of Commerce Headquarters, 1401 Constitution Avenue NW, Washington, DC.\n\nThe Contracting Officer’s Representative, under limited circumstances (e.g., COVID/Hazardous Weather Days/Public Transportation Issues), may approve situational telework.\n\nThis position requires occasional travel to the Mount Weather Emergency Operations Center in Mount Weather, Virginia, including the ability to report to the facility on short notice when operational needs require.
