This role sets sourcing priorities, partners with estimating, engineering, and project management leadership, and ensures the team delivers accurate market intelligence, competitive material pricing, and proactive supply chain risk mitigation during the bid and preconstruction phases.\n\nThe position is responsible for overseeing the sourcing lifecycle during preconstruction – from supplier engagement and bid development through proposal evaluation – while coaching staff, standardizing processes, and ensuring cost-effective, schedule-aligned, and technically compliant solutions across multiple pursuits. The position will be based in our Houston, Texas office located at 12301 Kurland Drive STE 400, Houston, TX 77034 and will report to Dashiell’s Director of Procurement.\n\nDuties & Responsibilities\n\nEmployee may be called upon to perform any or all of the following functions:\n\nSupervise, mentor, and develop a team of Sourcing Specialists; assign work, set priorities, and manage performance across concurrent pursuits.\nOversee the issuance and management of RFPs/RFQs and review the team’s analysis of vendor quotes and commercial proposals.\nDirect sourcing support to estimating and bid development, ensuring current market data informs proposals.\nEnsure client RFPs, engineering deliverables, and project specifications are reviewed to define scope and identify gaps.\nIdentify and track long-lead, high-risk, and constrained materials.\nEngage suppliers early to validate pricing, availability, and lead times.\nEvaluate supplier proposals for compliance with project requirements (e.g., Buy America, MBE/WBE).\nMonitor and communicate market trends, pricing fluctuations, and supply chain risks.\nBuild and maintain relationships with preferred and qualified suppliers.\nSupport transition from preconstruction to project execution teams as needed.\nPerform special projects and complete other duties as assigned or requested.\nHow You Will Make an Impact\n\nStrengthen the competitiveness of Dashiell’s proposals by ensuring pursuit teams receive accurate, current material pricing and market intelligence during the bid phase.\nReduce project risk before award by proactively identifying long-lead, constrained, and high-risk materials and developing early mitigation strategies.\nElevate team capability and consistency by coaching Sourcing Specialists, standardizing sourcing processes, and setting clear priorities across concurrent pursuits.\nEnable a smooth handoff from preconstruction to execution by aligning sourcing strategy with project schedule, budget, and technical requirements.\nMinimum Qualifications / Experience\n\nRequired\n\nBachelor’s degree in Supply Chain, Engineering, Construction Management, or a related field (4 years of directly relevant experience may be considered in lieu of a degree).\nMinimum 6 years of relevant procurement, sourcing, or supply chain experience, preferably within the EPC, construction, or industrial industries.\nMinimum 1 year of prior supervisory or team leadership experience.\nDemonstrated ability to lead, coach, and develop a team.\nProven negotiation skills and working knowledge of contract and sourcing fundamentals.\nStrong organizational skills, including development of work plans and the ability to manage multiple priorities and staff.\nAbility to identify problems, provide solutions, and make sound decisions under deadline pressure.\nProficiency in Microsoft Office Suite (Outlook, Word, Excel).\nStrong interpersonal skills, with the ability to communicate with all levels of the organization.\nDriving is not required for this position.\nPreferred\n\nExperience sourcing electrical construction materials, equipment, or subcontract services.\nFamiliarity with preconstruction, estimating, or bid development processes in an EPC environment.\nExperience with ERP or procurement/sourcing systems.\nPhysical Requirements:\nLEVEL 2 – Office Professional (Light Mobility)\n\nTypical Roles: Engineering Design, Procurement, Corporate Managers\n\nPhysical Requirements\n\nAbility to sit for extended periods during computer-based work.\nAbility to stand and walk intermittently throughout the workday.\nOccasional lifting of up to 20 pounds.\nOccasional travel to other offices or meeting locations.\nEnvironmental Conditions\n\nPrimarily climate-controlled office environment.\nOccasional exposure to field or industrial environments during site visits.\nEqual Employment Opportunity\n\nDashiell is an Equal Opportunity Employer.
