About the Role: The Air Force Test Center is looking for a Full-Time Strategic Community Planner (NH-0343-02T03) to work at the 412th Test Wing, Civil Engineer Group, Engineering Division, Planning Section (412 CEG/CENPL) at Edwards Air Force Base. In this position, you will implement and formulate Air Force Planning processes as they relate to Edwards AFB. Perform comprehensive planning functions including Encroachment Program Management, Air Installation Compatible Use Zone (AICUZ) Program Management, Strategic Basing, Installation Development Plan and Installation Optimization at Edwards AFB. THIS JOB CAN CLOSE AT ANY TIME! Location: Edwards, CA (Edwards Air Force Base) Typical 2024 salary range: $46,020 - $156-323 per year (includes locality) Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework" Travel Requirements: Up to 25% travel possible Incentives: This position MAY be eligible for a recruitment/relocation incentive. Desired Skills: 2 years of experience in Installation Facility and Space Planning Working knowledge of Arc GIS Experience leading planning charrettes and District Plans Working knowledge of current Combined Task Force Missions Experience using the Comprehensive Planning Platform Working knowledge of airfield operations Major Duties: Provides comprehensive planning support to the installation. Works with community planning section supervisor to develop and evaluate performance for installation level community planning programs to ensure compliance with pertinent Department of Defense (DoD), Air Force (AF), and/or other governmental policies, directives, instructions, applicable laws, agreements, and criteria established by Congress. Exercises sound professional judgment in recognizing and resolving and/or recommending solutions to difficult or unusual planning problems. Assists in the development of guidance for the implementation of the Interagency/Intergovernmental Coordination for Community Planning, as it pertains to the Installation Development Plan (IDP), Air Installation Compatible Use Zone (AICUZ) studies, transportation studies, individual construction projects, etc. Independently defines, leads, performs, and coordinates critical special studies/projects/beddowns and highly challenging projects/programs affecting the overall productivity, efficiency, and effectiveness. Qualifications/Requirements: U.S. Citizenship Obtain & maintain Security clearance Professional knowledge of community planning concepts, principles, theories, regulations, and methods to identify community needs and develop and maintain an installation master (development) plan and supporting programs. Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to problems that are conventional in nature.
