City Engineer

JOB The City of Oakdale is excited to announce the opening of a City Engineer position. This complex position will work closely with colleague departments to ensure coordination of engineering functions throughout the City's operations. We are looking for a highly organized individual who has a strong understanding of municipal engineering statutes and regulations, can work independently while also serve as a productive member of the City's team, and is capable of managing and leading engineering tech and GIS functions and staff.Under limited supervision, this position leads the city’s engineering responsibilities for environmental, water, sewer, stormwater, street, right-of-way lighting, trails, open space restoration and other public works projects and programs both in field and in office. This position ensures technical competence and compliance with all codes and criteria; and serves as a project manager.This position will be part of our Public Works department, which also includes streets, forestry, utilities, recreation, and parks maintenance. Oakdale is growing and has a lot of exciting projects on the horizon, including a new asset management system and moving into a new facility later this spring. EXAMPLE OF DUTIES The essential functions of the position include, but are not limited to the following: Work collaboratively with other staff to provide excellent and responsive public serviceAdminister approved public works capital projectsKnowledge of statutory requirements and regulations, processes related to municipal engineering operationsActively develop, recommend, and manage the Engineering operating budget. Make strategic budget requests to fulfill the city’s expectations/policies and advance the City’s visionAbility to plan, propose, and propose funding for a comprehensive five-year Capital Improvement Program based on the city's existing and projected service needs in collaboration with the Public Works DirectorPer Minnesota State Statute Chapter 162, responsible for assisting with all aspects of the Municipal State Aid (MSA) program and other governmental programs in coordination with Public Works Director and finance departmentPrepare and develop engineering construction standards for public improvement projectsWork with developers in the infrastructure planning and coordinating development proposals and project improvementsReview proposals to ensure adequacy of public amenities and conformance with City Ordinances and sound engineering practices and participate on the City’s Development Review Committee (DRC)Prepare or direct the preparation of feasibility reports and cost estimates for capital projects including the estimated benefit to affected property ownersProvide technical support/funding resource information to City staff on City-related work productsAttend City Council and other commission and other public meetings to secure approval of projects and to answer questionsCoordinate the design and construction of traffic control projects and direct the installation of all traffic control signsThorough knowledge of principles and practices of civil engineering as applied to municipal engineering projects and considerable knowledge of the materials, methods and techniques in the construction of projectsCoordinate with other agencies on capital and transportation improvement plan development and project implementation including reviewing plans and preparing cost share agreements for Council approval Conduct field inspections of all approved public works projects to ensure compliance with approved plans and resolve unanticipated problems in collaboration with the Public Works DirectorOversee the planning and design of the City’s annual reconstruction projectsAssist with grants to support the City’s Public Works projects and ensure grant compliance once awardedKeep supervisor promptly informed of all significant developments that she/he would need to know to effectively perform their position as department headPlan, direct, coordinate, and review the work plan for engineering staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.Manage related consultant staff and contractsRepresent the city in a courteous, responsive, and professional manner in all interactions.Ability to follow written and verbal instructionsAble to communicate tactfully and professionally to a variety of stakeholders and interested partiesAbility to communicate clearly, both verbally and in writingWorking knowledge of Microsoft Office SuitePerform other duties as assigned SUPPLEMENTAL INFORMATION The requirements listed below are representative of the formal education, experience and training preferred in order to exceptionally perform all of the functions of this position.EducationMaster’s degree in public administrationExperienceTen (10) years’ experience in Civil EngineeringSignificant supervisory/management experienceTraining, Certificates, and Licenses
