Budget Analyst
GENERAL PURPOSE Performs a wide range of professional, full performance financial analysis functions as needed to expedite day-to-day operations related to budget, strategic planning and performance management. SUPERVISION RECEIVED & EXERCISED This position works under the general supervision of the Budget Manager. This position has no supervisory oversight. ESSENTIAL FUNCTIONS The Budget Analyst position may perform some or all of the following job functions, including additional duties as assigned. Perform various special projectsAssists in the development of goalsImplements and enforces policies and proceduresSupports program planning and oversightMonitors citywide budget procedures.Ensures program compliance with federal, state, and local laws and regulations governing the assigned programs.Prepares and may present reports at various organizational levels as needed.Analyzes requests for budget adjustments and provides recommendations to Budget Manager on approval of request.Analyzes departmental budget submissions for accuracy and appropriatenessProvides written recommendations to management on departmental requests for resourcesAnalyzes and proposes reductions to service; works with departments to resolve budget concerns.Coordinates preparation and development of monthly and quarterly financial reporting and develops explanations of variances between budgeted and actual revenues and expendituresEvaluates departmental revenue and expenditure estimates and makes necessary adjustments.Coordinates preparation and publication of proposed and adopted budget documents.Supports other divisions of the City Manager's and Finance department as needed. MINIMUM QUALIFICATIONS Education and Experience: Graduation from college with a Bachelor's Degree in in accounting, finance, business or public administration or a related field; AND Three (2) years of progressively responsible experience performing above and related duties; OR An equivalent combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job. Knowledge, Skills, and Abilities: Knowledge of: Principles and practices of municipal budget preparation and accountingPrinciples of city managementPertinent Federal, State, and local laws, codes and regulations Skilled in: Analyzing programs, policies and operationsUsing tact, discretion, initiative and independent judgment within established guidelinesAnalyzing and resolving office administrative situations and problemsResearching, compiling, and summarizing a variety of informational and statistical data and protocols mathematical set prioritiesMeeting critical deadlines, and following up assignments with minimum of directionApplying logical thinking to solve problems or accomplish tasksUnderstand, interpret and communicate complicated policies, procedures and protocols mathematical skillsCommunicate clearly and effectively, orally and in writingPrepare clear and concise reports, correspondence and other written materials. Ability to: Communicate effectively orally and in writingAnalyze written materials and financial reportsPrepare clear and concise administrative and financial reports and research and identify critical data to report in support of goalsWork independently within established procedures associated with the specific job function demonstrate proficiency with spreadsheets and other software tools Special Qualifications: Must complete required NIMS level training within first six months of hire. Work Environment: While performing the essential functions of this job, the incumbent is regularly required to walk, sit, use hands to finger, handle, or feel objects, to reach with hands and arms, and talk or hear. Common eye, hand, and finger dexterity is required. Mental application utilizes memory for details, verbal instructions, complex thinking, and creative problem solving.
