Summary
This position is part of the Southeastern Power Administration. As a Public Utilities Specialist, you will have programmatic responsibility for conducting wide-ranging research on SEPA's marketing area in support of the maintenance of marketing plans for each project.
Duties
As a Public Utilities Specialist at the full performance level, you will:
Participate in contract negotiations with private utility companies and preference customers. Work closely with internal contract negotiating team to develop contract language and ensure accuracy and consistency of contract terminology and theory.
Manage the preparation process of negotiated contracts, administering the allocation of power to preference customer delivery points, scheduling agent designations, administering the distribution process of contracts, coordinating the return of properly executed contracts, etc.
Administer the Customer Funding Program (CFP) in accordance with the Water Resources Development Act of 2000, Section 212, for the US Army Corps of Engineers Projects. Lead coordination and communications for customer funding ballot actions, memoranda of agreement, and sub-agreements and all other supporting agreements for the CFP with the Corps of Engineers and customer group representatives while tracking and documenting the approval process.
Participate in special marketing and customer-related meetings by preparing reports, studies, and documents related to revenues, firming, and wheeling data in order to inform customers and partners.
Serve as a principal agent in the maintenance of SEPA's relations with individual preference customers. Process customer telephone calls, correspondence, and conducts visits to customers' headquarters.
Perform required interactions with Regional Transmission Organizations (RTO). Advise Assistant Administrator and Power Marketing Advisor on organized market changes and potential strategies to enhance or maintain the value of federal hydropower to SEPA's customers participating in the market.

Pay: $51,807.00 - $119,463.00 per year
