OEd helps coordinate educational activities across NOAA and with external partners to ensure that these efforts are effective and continually improved.\nThe Education Evaluation Associate will support OEd in the monitoring and evaluation of NOAA Higher Education programs, with an emphasis on undergraduate scholarships. They will maintain OEd’s undergraduate scholarship data system. They will support NOAA’s Senior Education Evaluator in the development and implementation of performance measures, logic models, data collection methods, and reporting systems for the agency.\nResponsibilities:\nA. Provide technical assistance to the Ernest F. Hollings Undergraduate Scholarship Program (HSP) (https://www.noaa.gov/office-education/hollings-scholarship), the Hollings Preparatory Program (HPP), and the Educational Partnership Program with Minority-Serving Institutions Undergraduate Scholarship Program (EPP/MSI USP) (https://www.noaa.gov/office-education/epp-msi/undergraduate-scholarship) to achieve their strategic goals and objectives\nB. Maintain the undergraduate scholarship data system\nMaintain and administer scholar and applicant surveys (orientation pre- and post-, program exit, mentor, etc.)\nAnalyze survey data\nAnalyze application data\nPresent results to program managers and OEd leadership, along with actionable recommendations for program improvement\nConduct annual National Student Clearinghouse data update for undergraduate scholars and update scholar and alumni tracking data\nC. Identify, propose, and help implement best practices\nSupport program managers in improving program implementation\nKeep up with latest developments in the field\nSupport OEd’s undergraduate scholarships strategic recruitment efforts\nD. Prepare responses to datacalls for HSP and EPP/MSI USP. Examples include:\nNOAA Education quantitative and qualitative annual performance reporting\nCongressional, Office of Management and Budget (OMB), or Government Accountability Office (GAO) data calls or inquiries\nE. Other Duties\nProvide performance data to OEd Communications Team for updating HSP and EPP/MSI USP websites\nSupport inter- or intra-agency efforts focusing on student opportunities\nSupport alumni tracking efforts\nSupport OEd contracts focusing on higher education and/or student opportunities, as a Subject Matter Expert (SME)\nSupport NOAA-wide education evaluation efforts, as appropriate\nPresent evaluations at national conferences\nMaintain and update program impact data using internal databases and external public-facing databases\nTelework or remote work may be considered upon request.\nRequired Experience:\n1+ years of experience in conducting evaluations of education programs and evaluation project management.\nAcademic program administration, especially with pipeline programs (e.g., internships, practicums, etc.) highly desired.\nEducation:\nPhD in Education, Program Evaluation, or related social science degree; or MA/MS with substantial work experience in education evaluation.\nSkills:\nDesign, plan, organize, and implement evaluation projects. For example, needs assessments, program evaluation, research studies using primary or secondary datasets, data analysis and interpretation, and management information systems or data collection and monitoring systems in education-related programs.\nKnowledge of evaluation approaches and data collection techniques.\nKnowledge of workforce and diversity/inclusion issues specifically within the STEM field.\nManage, clean, and analyze evaluation datasets.\nStrong organizational, analytical, and oral and written communication skills; project management, group facilitation, and interpersonal skills\nWork independently in a collaborative, geographically distributed environment.\nProficient in the use of Google Suite (Mail, Calendar, Drive, Docs, Sheets, Slides, Meet) and online survey software.\nOther Requirements:\nCitizenship: US Citizen or Green Card holder\nClearance: Must be able to pass a background check for a public trust.\nWe offer competitive compensation packages, including benefits such as health insurance, retirement plans, and professional development opportunities.
