This is hands-on, end-to-end work: data modeling, application development, process automation, Power BI dashboards, and paginated reports. Existing SharePoint environments will stay running during the transition, and ongoing site administration will remain part of the job, though at a scale appropriate for a division of about 100 people. The DCCA IT section is small; Developers, BAs, PMs, and QAs are not separate functions here – they are roles the same people fill depending on what the work requires. That means real ownership and direct engagement with the mission, and it means these developers will work face-to-face with economists, examiners, and attorneys who use these systems. Those conversations require more than technical skill. The people on the other side of the table are not IT professionals, but they are sophisticated – they know their domain with precision. The core competency is developing a strong understanding of business needs, not eliciting basic technical requirements.\r\nQualification Requirements\r\nSignificant hands-on experience developing production applications using Microsoft Power Platform, with a strong emphasis on Dataverse.\r\nDemonstrated experience in modernizing or migrating SharePoint Online solutions into Dataverse-backed Power Apps and Power Automate workflows.\r\nStrong understanding of relational data modeling and its practical application within Dataverse.\r\nExperience delivering solutions that use Power Platform Premium capabilities.\r\nStrong practical experience administering SharePoint Online sites, including permissions, site configuration, and operational support.\r\nAbility to work directly with senior subject matter experts – economists, policy analysts, attorneys, and program staff – to develop requirements and designs;
