This position is not responsible for the physical installation of systems. The role is focused on ensuring that contractor-delivered systems are properly installed, integrated, tested, documented, and demonstrated to meet the Owner’s requirements prior to acceptance and turnover.\n\nThe position will support commissioning across a broad range of airport systems, with particular emphasis on *security/access control, HVAC, building automation, SCADA, electrical, communications, life-safety, and other integrated facility and operational systems*.\n\nSystems Supported\n\nThe Systems Commissioning Engineer may provide commissioning oversight for systems including, but not limited to:\n\n* *Access Control and Security Systems* – access control, CCTV/video surveillance, intrusion detection, alarms, door security, and other physical security systems.\n* *HVAC and Mechanical Systems* – air handling units, ventilation, heating and cooling systems, pumps, fans, controls, and associated mechanical equipment.\n* *Building Automation Systems (BAS/BMS)* – controls, sensors, sequences of operation, alarms, trending, system interfaces, and integration with mechanical and electrical equipment.\n* *SCADA and Industrial Control Systems* – monitoring and control systems associated with utilities, pump stations, water/wastewater systems, electrical infrastructure, and other Airport facilities.\n* *Electrical Systems* – normal and emergency power, switchgear, generators, UPS, lighting controls, distribution systems, and associated monitoring and controls.\n* *Fire and Life-Safety Systems* – fire alarm, smoke detection, emergency notification, interfaces, and related life-safety systems.\n* *Plumbing and Utility Systems* – domestic water, sanitary sewer, industrial waste, recycled water, stormwater, pumping, and associated control and monitoring systems.\n* *Communications and IT Systems* – network infrastructure, telecommunications, fiber, wireless systems, and related technology infrastructure.\n* *Airport Operational Systems* – public address, passenger processing, information display, operational communications, and other airport-specific technology systems.\n* *Integrated Systems* – interfaces between security, HVAC, BAS/BMS, SCADA, electrical, fire/life safety, IT, communications, and other facility and operational systems.\n\nKey Responsibilities\n\n* Serve as the *Owner’s commissioning representative* and provide program-level commissioning management, coordination, and technical oversight.\n* Manage and coordinate commissioning activities performed by contractors, subcontractors, system integrators, vendors, and other project participants.\n* Establish and communicate Owner and program commissioning requirements to project teams and contractors.\n* Review contractor commissioning plans, procedures, schedules, test scripts, checklists, and system integration plans for compliance with project requirements.\n* Coordinate commissioning activities with project managers, designers, contractors, system integrators, Airport stakeholders, IT, security, operations, facilities, and maintenance teams.\n* Monitor contractor readiness for commissioning and verify required prerequisites are completed prior to testing.\n* *Witness and oversee contractor-performed testing*, including pre-functional testing, functional performance testing, system integration testing, end-to-end testing, and acceptance testing.\n* Verify equipment and systems perform in accordance with the *approved design, specifications, sequences of operation, Owner requirements, and applicable standards*.\n* Review testing of HVAC controls, BAS/BMS sequences, SCADA functionality, alarms, interlocks, trending, and system interfaces.\n* Coordinate interfaces and dependencies between multiple systems and contractors to support successful integration.\n* Facilitate resolution of *commissioning deficiencies, failed tests, control issues, system interface issues, punch-list items, and other technical concerns*.\n* Maintain and monitor commissioning issue logs and track deficiencies through resolution.\n* Coordinate planned *shutdowns, tie-ins, cutovers, migrations, and system activation activities* with contractors and Airport stakeholders.\n* Monitor commissioning progress and identify potential impacts to project milestones, operational readiness, activation, and turnover.\n* Participate in *design reviews, construction coordination meetings, commissioning meetings, field walks, readiness reviews, testing activities, and system acceptance meetings*.\n* Serve as a coordination point between *contractors and the Owner/program team* for commissioning-related matters.\n* Review contractor-provided commissioning documentation, test reports, equipment documentation, training materials, O&M manuals, as-built information, and turnover packages.\n* Support *operational readiness, training, system activation, turnover, and transition to Airport operations and maintenance teams*.\n* Provide commissioning status reports identifying progress, upcoming activities, deficiencies, risks, decisions, and action items.\n* Verify that required commissioning activities and documentation are complete and provide recommendations to the Owner regarding *system readiness and acceptance*.\n* Support development and implementation of consistent *program-wide commissioning standards, procedures, templates, tracking tools, and reporting requirements*.\n\nQualifications & Experience\n\n* Experience in *commissioning management, systems commissioning, systems integration, construction management, mechanical/electrical systems, controls, or related engineering disciplines*.\n* Experience representing an *Owner, program manager, construction manager, or commissioning authority* is preferred.\n* Working knowledge of multiple building and infrastructure systems, including *HVAC, BAS/BMS, SCADA, electrical, security/access control, fire/life safety, plumbing/utilities, communications, and controls*.\n* Experience coordinating contractors, subcontractors, designers, system integrators, vendors, and Owner stakeholders.\n* Ability to review construction drawings, specifications, sequences of operation, control diagrams, submittals, commissioning plans, testing procedures, schedules, and technical documentation.\n* Understanding of
