The Estimator will analyze plans and specifications, assess resources and risks, collaborate with project managers and subcontractors, and support bid strategy to win profitable work while ensuring compliance with company and client requirements.\n\nKey Responsibilities\n\nReview plans, specifications, geotechnical reports, and contract documents to develop complete, competitive estimates for land development, roadway, earthwork, and utility projects.\nPerform quantity takeoffs using plans, site maps, and digital tools; verify unit pricing and summarize bid packages.\nPrepare detailed cost estimates including labor, equipment, materials, subcontractor quotes, permits, and contingencies; develop cost models and bid summaries.\nSolicit and evaluate subcontractor and supplier proposals; build and maintain strong vendor relationships to secure competitive pricing.\nCoordinate with project managers, engineers, and field staff to validate assumptions, refine scopes of work, and identify constructability or value engineering opportunities.\nAnalyze historical cost data and project performance to improve future estimating accuracy and update cost databases.\nDevelop and present bid recommendations, assumptions, and pricing strategies to leadership; support final bid submittal and contract negotiations.\nEnsure estimates comply with safety, environmental, and regulatory requirements and reflect project schedule and risk mitigation.\nMaintain organized documentation of estimates, takeoffs, assumptions, and bid communications for auditability and knowledge transfer.\n\nQualifications\n\nBachelors degree in Construction Management, Civil Engineering, or related field preferred; equivalent experience will be considered.\nMinimum 37 years of estimating experience in heavy civil or site development construction with demonstrated success on land development, roadway, earthwork, and utility projects.\nProven proficiency in quantity takeoffs and estimating software (e.g., Bluebeam, HCSS HeavyBid, Trimble, PlanSwift) and strong Excel skills.\nSolid understanding of construction means and methods, production rates, equipment productivity, and unit pricing for earthwork and utility installation.\nExperience preparing subcontractor scopes, evaluating bids, and developing comprehensive bid packages.\nStrong analytical, organizational, and time-management skills with attention to detail and ability to work under bid deadlines.\nExcellent written and verbal communication skills; ability to collaborate across disciplines and present cost assumptions to leadership.\nValid drivers license and willingness to visit project sites as needed.\n- For this position, you must be currently authorized to work in the United States without the need for sponsorship for a non-immigrant visa.
