The Procurement Analyst ensures that products and services are procured in the best interest of the State.\n\n*Job Responsibilities:*\n\n* Obtain IT-related goods and services required by the agency.\n* Evaluate IT vendors and contracts, including Requests for Quotes (RFQ), Request for Proposals (RFP), and Requests for Information (RFI).\n* Work on projects requiring research, negotiation skills, and evaluation of services.\n* Provide recommendations for supplier selections based on research.\n* Support business areas in evaluations of goods or services and provide support in negotiations.\n* Under general supervision, perform agency-wide financial and procurement functions related to IT products and services, including Software, Software as a Service (SaaS), Hardware (Desktop, Data Center), Cloud Infrastructure, Telecommunications, IT implementation, Advisory and Managed Services, and new and emerging technologies.\n* Lead end-to-end software acquisitions, contract renewals, license optimization, and software vendor negotiations.\n* Collaborate closely with IT, Legal, Finance, and InfoSec to ensure cost-efficiency, compliance, and seamless SaaS operations.\n* Apply broad theoretical job knowledge obtained through advanced education, knowledge of IT products and services, statewide procurement rules and regulations, and financial principles to procure new and existing IT products and services.\n* Work independently with general supervision.\n* The position will be assigned procurements that are difficult but not typically complex in nature.\n* May influence others within the job area through explanation of facts, policies, and practices.\n\n*Skills Required:*\n\n* Research and negotiation skills.\n* Ability to evaluate services and make recommendations based on research.\n* Specialization in Software & SaaS Management.\n* Knowledge of IT products and services, statewide procurement rules and regulations, and financial principles.\n\n*Education Required:*\n\n* High school diploma.
