Our clients include DHS, DHA, DoS, USMC, US Army, HHS/Indian Health Service, Department of Interior, Bureau of Indian Affairs, Bureau of Indian Education, among many more.\n\nPrimary Focus\nThe Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) is at the heart of mobilizing a collective defense to lead the Nation’s efforts to understand and manage risk to our critical infrastructure. Working with stakeholders across the country, CISA conducts extensive, nationwide outreach to support and promote the ability of emergency response providers and relevant Government officials to continue to communicate in the event of a natural disaster, acts of terrorism, or other man-made disaster.\n\nCISA performs its mission through a matrixed organizational agency, comprised of three primary disciplines – Cyber Security Division (CSD), Emergency Communication Division (ECD), and Infrastructure Security Division (IOD) supported by three cross-cutting divisions - Stakeholder Engagement Division (SED), National Risk Management Center (NRMC), and Integrated Operations Division (IOD).This program provides support for IOD to achieve and mature its operational mission set, specifically to gather, share, and coordinate action stemming from all source/all hazard incidents and events.\n\nThe mission set and requirements for this program are required in multiple geographic regions, during steady state and at elevated national advisory levels, and 365 days a year, 24 hours a day, and 7 days a week\nResponsibilities:\nIOD’s primary operational activities include:\n\nExecutive briefing and production, business process development expertise, graphics, technical editing and operational readiness to support the CURRENT OPERATIONS in addition to incident management surge support to enhance operational capabilities.\nCoordinating the response to significant national-level incidents by collecting agency-wide information and providing briefings and updates to the Agency and stakeholders.\nCollecting, triaging, assigning and documenting responses to interactions with CISA Central.\nProposing modifications to existing processes and procedures that will improve IOD’s operational activities.\n\nThese activities will occur during various times of steady state, no-notice incidents, and in an extremely time sensitive environment, and continues during periods of severe weather or Government shutdowns. Therefore, the scope of this SOW also includes surge tasks that allow for a support and service structures that can meet mission demands. All duties and responsibilities performed in accordance with the Mission, Vision, and Core Values of Cayuse.\n\nJob Responsibilities\nThe Program Manager is responsible for organizing all services pertaining to contract to include:\nfulfilling staffing plans; schedule management providing strategic guidance to multiple teams; formulating, organizing, and monitoring inter-connected projects; preparing and/or presenting reports to Government PMs; and fulfilling the task management deliverables.\nWill be the Contractor's authorized representative for the technical and administrative performance of all services required under this contract.\nServe as the first POC for administrative questions or difficulties that arise related to this contract.\nPrimary point through which communications, work assignments, and technical direction flow between the Government and the Contractor.\nCoordinate with other task leads to ensure specific deliverables are being completed within the agreed upon timelines and communicating any discovered risks and mitigation plans with the Government.\nThe PM requires an active TS/SCI security clearance, and with DHS fitness.\nThis position requires a master’s degree in a related discipline such as Homeland Security or Business or a combination of education/technical training and equivalent experience.\nCandidates with significant experience in an Operations Center environment are preferred.\nIn the event of disaster recovery or COOP events, the PM shall be available during normal hours of operation, and during periods of no-notice emergencies, including localized acts of nature, accidents, and military or terrorist attacks.\nProvide the necessary level of contract management and administrative oversight to achieve the quantitative and qualitative requirements of the contract. Must be available during normal core hours (defined as 0900-1500) to meet with CISA (in person or as otherwise agreed upon by CISA) to discuss tasks and address problems should they arise.\nOther duties as assigned.\nQualifications:\nMinimum Job Skills and Qualifications\nMinimum Qualifications:\nEducation: Bachelor’s Degree. Emphasis in Communications, Business, Homeland Security or Emergency Management preferred.\nProject Management Professional preferred.\nProject Management Professional (PMP) certification required.\nExperience: Six (6) years of management experience required. Two (2) years of briefing and writing experience required.\nActive TS/SCI clearance Must be able to pass a background check.\nMay require additional background checks as required by projects and/or clients at any time during employment\n\nMinimum Skills:\nAbility to lead and manage a team of diverse individuals.\nWilling to work non-traditional schedules/shifts to support team.\nExcellent written and verbal communication skills, including ability to interact effectively with all levels throughout Company organization.\nShall have the requisite skills, expertise, and experience to perform the requirements of each task.
