No relocation.\nPosition Overview\nWe are seeking an experienced Technical Project Manager to lead complex technology initiatives supporting finance, accounting, treasury, and property tax operations.\nThis role will serve as the primary connection between business stakeholders, finance professionals, technical teams, executive leadership, and outside vendors. The Technical Project Manager will oversee enterprise system implementations, integrations, upgrades, process improvements, reporting initiatives, and other cross-functional technology projects.\nThe ideal candidate has strong project management experience, a solid understanding of financial systems and accounting processes, and previous experience working within a government or public-sector environment.\nKey ResponsibilitiesProject Management and Delivery\nLead multiple technical projects from initiation through implementation and post-production support.\nDevelop project charters, business cases, project plans, budgets, timelines, and resource plans.\nManage project scope, risks, issues, dependencies, deliverables, and change requests.\nTrack project progress and provide regular status reports to executive leadership and key stakeholders.\nEnsure projects are delivered on time, within budget, and in alignment with organizational objectives.\nFacilitate project meetings, steering committee sessions, and executive presentations.\nMaintain comprehensive project documentation and governance materials.\nBusiness and Technical Analysis\nPartner with finance, accounting, treasury, property tax, assessment, and technology teams to identify business and system requirements.\nLead requirements-gathering sessions, process-mapping workshops, and workflow analysis.\nTranslate business needs into clear functional and technical requirements.\nCoordinate with software developers, database administrators, infrastructure teams, business analysts, and outside vendors.\nSupport solution design and ensure that proposed solutions comply with organizational policies, financial controls, and applicable regulations.\nCommunicate technical concepts clearly to nontechnical stakeholders.\nFinance and Property Tax Systems\nLead or support projects involving areas such as:\nProperty tax billing and collections\nProperty assessment and valuation\nLevy calculations\nTax roll processing\nTax distribution and apportionment\nRevenue accounting\nGeneral ledger integrations\nBudgeting and forecasting\nFinancial reporting\nAudit documentation and readiness\nTechnology Implementation\nManage enterprise software implementations, upgrades, migrations, integrations, and system enhancements.\nCoordinate testing activities, including system integration testing, user acceptance testing, and production validation.\nOversee data conversion, reconciliation, and validation activities.\nCoordinate interfaces between ERP systems, property tax applications, GIS platforms, document-management systems, and reporting tools.\nHelp ensure that data quality, security, and governance standards are maintained.\nSupport implementation planning, training, deployment, and post-production stabilization.\nRisk, Compliance, and Stakeholder Management\nIdentify project risks and develop effective mitigation strategies.\nEnsure compliance with procurement policies, cybersecurity requirements, internal financial controls, and applicable government regulations.\nSupport internal and external audits involving financial systems and technology projects.\nBuild strong working relationships with department leaders, finance teams, technical teams, end users, and vendors.\nDrive consensus and accountability across cross-functional teams.\nRequired Qualifications\nBachelor’s degree in Accounting, Finance, Information Systems, Business Administration, Computer Science, or a related field.\nAt least seven years of project management experience leading enterprise technology projects.\nAt least five years of experience supporting finance, accounting, treasury, tax, or similar business operations.\nExperience working for or supporting a city, county, state, or other government or public-sector organization.\nExperience managing enterprise software implementations and system-integration projects.\nStrong understanding of financial reporting, budgeting, general ledger processes, and internal financial controls.\nExperience with ERP or government financial systems such as Oracle, SAP, Workday, Tyler Technologies, CGI, Infor, or comparable platforms.\nStrong knowledge of Agile, Waterfall, hybrid project-management methodologies, and the software development life cycle.\nExcellent leadership, communication, organization, facilitation, and stakeholder-management skills.\nAbility to work on-site in downtown Phoenix five days per week.\nPreferred Qualifications\nExperience with property tax administration, assessment, billing, collection, or distribution systems.\nProject Management Professional certification.\nCertified ScrumMaster or another Agile certification.\nCertified Government Financial Manager certification.\nCPA designation or professional accounting experience.\nExperience with GIS integrations or document-management platforms.\nFamiliarity with SQL, Power BI, Tableau, or other reporting and business-intelligence tools.\nExperience using Azure DevOps, Jira, Microsoft Project, Microsoft 365, and advanced Microsoft
