Job TypeFull-timeDescriptionThe Construction Manager (CM) serves as ACRUVA's primary owner's representative throughout the full lifecycle ofaffordable housing construction projects. Working closely with the Senior Vice President of Development, DevelopmentManagers, general contractors, architects, lenders, equity investors, and state Housing Finance Agencies (HFAs), the CMensures all projects are delivered in full compliance with LIHTC QAP commitments, HFA requirements, lender covenants,and green building standards. Projects range from approximately 60 to 240+ units, including new ground-up constructionand rehabilitation developmentsParticipate in pre-development meetings with developmentteam, architects, engineers, and consultants to review projectscope, schedule, and budget assumptions.• Review architectural drawings, civil plans, structural and MEPengineering documents for constructability, budget alignment,and QAP compliance including ADA/UFAS and green buildingcertifications.• Assist in evaluation and selection of general contractors,including review of qualifications, insurance, bonding capacity,and MBE/WBE participation plans.• Lead or support the competitive bid process; review contractorproposals and prepare bid-leveling analyses for leadership andlender/investor approval.• Review and negotiate AIA contract documents(A101/A102/A201) to ensure owner protections, lenderrequirements, and LIHTC-specific provisions are incorporated.• Establish project-specific construction schedules, milestonematrices, and reporting protocols prior to commencement.Construction Phase Oversight• Serve as ACRUVA's owner's representative on all assignedprojects; maintain consistent presence on job sites throughregular scheduled and unannounced site visits.• Monitor general contractor performance against approvedproject schedule and budget; identify delays, cost overruns,and scope deviations promptly.• Review and process monthly construction draw requestsincluding AIA G702/G703 pay applications, lien waivers, storedmaterials documentation, and cost-to-complete schedules.• Review, evaluate, and process RFIs and RFCs; assess scope,schedule, and budget impact of all proposed change ordersand provide written recommendations.• Coordinate and attend weekly OAC meetings; prepare or reviewagendas, maintain minutes, and ensure action items aretracked to completion.• Monitor compliance with QAP commitments including unitcount, unit mix, accessible unit percentages, green buildingstandards, and amenity commitments.• Maintain project-level safety oversight; ensure GC safety plan isimplemented, OSHA standards are maintained, and incidentsare documented.Completion, Closeout & Placed-in-Service• Manage the transition from construction to occupancy; overseepunch lists, certificate of occupancy processes, and finalinspections.• Prepare and maintain a comprehensive project closeoutpackage including as-built drawings, O&M manuals,warranties, and lender/investor final draw documentation.• Coordinate the placed-in-service process for LIHTC projects,working with accountants, legal counsel, and HFA for timelyIRS Form 8609 applications and cost certification.• Ensure delivery of all green building certification documentationwithin required timelines (Enterprise Green Communities,ENERGY STAR, HERS ratings).• Conduct post-project reviews to capture lessons learned, costvariance analyses, and schedule performance data.Rehabilitation & Preservation Projects• Manage occupied rehabilitation projects with careful attention toresident relocation coordination, phasing plans, and minimizingdisruption to existing tenants.• Oversee scope development on rehabilitation projects includingcapital needs assessments (CNAs), physical conditionassessments, and life safety reviews.• Coordinate with property management teams during in-placerehabilitation to ensure safe, habitable conditions aremaintained throughout construction.Reporting, Documentation & Communication• Prepare and deliver monthly construction status reports tosenior executives, development team, lenders, and equityinvestors including schedule status, budget-to-actual, andcontingency utilization.• Maintain a complete, well-organized project file for eachdevelopment including contracts, permit sets, RFI logs, changeorder logs, meeting minutes, and draw documentation.• Support the development team in responding to lender andinvestor information requests, HFA construction monitoringinquiries, and audit documentation requests.• Collaborate with land acquisition and underwriting teams tovalidate construction cost estimates and identify schedule orcost risks prior to application submissionRequirementsEducation & Experience• Minimum 5-7 years of progressiveconstruction management experience,with substantial portion in affordablehousing, LIHTC multifamily, orHUD-assisted multifamilyconstruction.• Bachelor's degree in ConstructionManagement, Civil Engineering,Architecture, or related field preferred;equivalent experience considered.• Demonstrated experience managingground-up multifamily constructionfrom pre-construction throughplaced-in-service closeout, includingLIHTC equity, HOME, SAIL, or otherpublic subsidy layering.• Direct experience managing theconstruction draw process includingAIA G702/G703 pay applications andcoordination with constructionlenders.• Experience working with state HousingFinance Agencies and familiarity withQAP requirements and HFAinspection protocols.• Professional certifications (PMP, LEEDAP, CCM, or Enterprise GreenCommunities) are a strongadvantage.Technical Skills• Thorough knowledge of multifamilyconstruction methods, materials,systems (structural, MEP, civil), andapplicable building codes.• Proficiency in reading and interpretingarchitectural drawings, civil andstructural plans, MEP documents,specifications, and constructionschedules.• Strong working knowledge of AIAcontract documents (A101, A102,A201) and standard constructionmanagement practices.• Ability to analyze construction costestimates, budgets, andcost-to-complete reports to identifyvariances and risks.• Familiarity with green buildingstandards: Enterprise GreenCommunities, LEED for Homes,ENERGY STAR Multifamily, andHERS ratings.• Proficiency with Microsoft Office Suite;experience with Procore, Buildertrend,Sage, or similar constructionmanagement software preferred.• Familiarity with Davis-Bacon wagecompliance requirements on federallyassisted projects strongly preferred.Soft Skills & Culture Fit• Strong written and verbalcommunication skills;
