ASSIGNMENT RESPONSIBILITIES Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so. Collaborate with stakeholders to develop schemas and data models for storing asset and condition information for roads and related items. Design and configure relational databases and data collection applications for the Road asset and maintenance program. Develop and implement geospatial data standards and protocols for data collection and management. Work with the Sr. Geographer to build data capturing and attribution processing tools that facilitate the collection of real-time GNSS status information such as Root Mean Square (RMS) values, horizontal location and GPS position information used in accuracy reporting standards. Support the development of a GIS Strategic plan for TELF and determine review timelines to ensure the plan meets TELF's objectives Develop training materials and provide in-person training for data collectors. Develop documentation for the GIS portion of the TELF Asset and Maintenance program. Collaborate with stakeholders to determine integration of the Road Asset and Condition data into existing and future systems. This includes Planned Roads, Reality, Cascade and the Transportation System Network (TSN). Prepare basemaps and other necessary geospatial data layers for contractors and employees involved in asset data collection. Develop and maintain metadata documentation for all geospatial datasets. Design, build and maintain BPA's transportation system network, in the beginning this will happen while assets are being collected. Design and develop data collection forms and workflows in ESRI mobile applications. Establish data validation and quality control workflows to ensure the accuracy and consistency of collected data. Create and maintain automated scripts for data processing and analysis. Regularly update and maintain the GIS database with any new asset data collected during asset collection or normal capital projects. Integrate data from planned roads for any asset nameplate data changes. Perform data quality checks and correct any inconsistencies or errors in the collected data Coordinate with JLST on any schema changes and ensure the data is backed up regularly. Maintain data integration for other organization consumption such as TERR, TERG, USFS and Safety Maintain and continually improve the transportation network to support turn-by-turn directions that are reactive to road conditions or other safety concerns Monitor performance of the various aspects of the program for performance and make necessary optimizations to ensure efficient data processing and storage. Update and refine data collection tools and workflows as needed based on feedback and evolving program requirements. Generate regular reports and visualizations to support decision making and program evaluation. This may include integration with other DMS, Power BI, Dashboards or Web App creations. Analyze collected data to identify trends, issues and areas for improvement in road maintenance and asset management. Review the TELF GIS Strategic Plan in conjunction with the Sr. Geographer for compliance with relevant standards and adjusting for improvements in new/existing technologies. Perform yearly reviews of documentation of all Asset and Maintenance program GIS processes, workflows and data management practices Train contractors and staff on the use of ArcGIS Pro, Field Maps, Survey123 and high-accuracy data collection for the Road Asset and Maintenance program Provide ongoing technical support and troubleshooting for GIS tools and workflows implemented in the Road Asset and Maintenance program Coordinate with contractors and employees to ensure data collection is completed to required standards. Communicate with stakeholders, including project managers, engineers and other departments, to ensure the program meets their needs. Ensure that all GIS activities comply with relevant regulations and standards. Act as a secondary resource to provide backup coverage for the TELF Senior Geographer, ensuring uninterrupted GIS support across all departmental projects and initiatives as required REQUIREMENTS Education & Corresponding Experience (required on matrix) Associates or Bachelor's Degree in in a related field such as geography, natural resources, environmental, urban or regional planning or landscape architecture Cartography, Surveying or Engineering is preferred. With an applicable Bachelor's degree, 2 years of experience is required. With an applicable Associates degree, 4 years of experience is required. Without an applicable degree, 6 years of experience is required. Experience should include geospatial-related experience. Required Technical Skills & Experience (required on matrix) Experience working with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) Proficiency with ArcGIS Enterprise 11.x, ArcGIS Online, ArcPro, SDE, Field Maps, Survey123, Navigator, and/or FME Workbench or similar programs Knowledge of spatial data standards and QA/QC methodology Ability to diagnose and resolve spatial data discrepancies Knowledge and understanding of integrated GIS/GPS principles, systems and technologies GIS data editing skills and knowledge Ability to create geo-processing models and scripts to assist in data collection, storage, retrieval and analysis Experience working with GPS technology including data collection, post-processing, and integration with ArcGIS software Strong communication skills and ability to work with staff with varying levels of GIS/GPS knowledge Ability to work independently, and organize and prioritize assignments Preferred Skills & Experience (optional on matrix) Geographic Information System Professional Certification (GISP) Experience in GPS technology and data collection techniques and understanding of geodesy and datum transformations Ability to troubleshoot and resolve technical GPS software issues Ability to perform general GPS hardware maintenance Knowledge of distributed geodatabases utilizing check-in/check-out processes Demonstrated ability to develop, maintain and modify geo-processing models and scripts, design and maintain geographic and relational data bases, design and implement complex geographic analysis Understanding of surveying principles and practices Additional Requirements (not required on matrix) Valid U.S. Driver's License is required.
