Serves as a central information hub for County safety/security issues and provides emergency and non-emergency security system monitoring, event dispatch, and emergency notification services. Responsible for driving process refinement and implementation, reviewing and approving incident reports, cross-team/discipline collaboration, maintenance of internal and external stakeholder relationships, and direct supervision of Security Center staff.\n\nDISTINGUISHING CHARACTERISTICS:\nThis is a job classification within the Maintenance job family. This classification is responsible for Travis County security functions and coordinates Security Center staff within the Security Division. This classification may require a flexible work schedule and may be required to work on rotating shifts, including weekends and holidays in order to meet the needs of the County.\n\nDuties and Responsibilities\n\nProvides supervision and leadership to assigned staff.\nSets achievable goals along with defined milestones and deliverables.\nCoordinates the operations of unified physical and personnel security platforms involving access control, video surveillance, communications, intrusion, and analytics.\nDevelops, implements, and refines security policies and procedures.\nCommunicates new processes with team members and ensures compliance.\nEnsures enhanced situational awareness, unified command and control, and centralized operations of County physical security systems.\nOversees training activities in order to achieve the highest levels of team operational readiness and effectiveness.\nEnsures security concerns, violations, breaches, questionable activities and emergencies are reported both verbally and in writing.\nReports the activities of the team to upper management in an effective, accurate, and timely manner.\nProvides continuous improvement of operational controls and mitigates threats to County staff, facilities, and operations.\nOperates security computer systems regularly, as assigned.\nOperates a radio system in accordance with FCC rules and regulations.\nCoordinates, and controls multiple communications and simultaneous tasks on demand.\nDevelops and updates checklists, protocols, and phone listings to effectively manage incidents and makes applicable notifications.\nPerforms other job-related duties as assigned.\n\nMinimum Requirements\n\nEducation and Experience:\nAssociate's degree in security, public safety or directly related field and five (5) years of related experience in security, business, or emergency and non-emergency notification services/dispatch;\n\nOR,\n\nAny combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.\n\nLicenses, Registrations, Certifications, or Special Requirements:\nValid Texas Driver's License.\n\nMust pass a criminal background check for CJIS clearance.\nApplicants are required to successfully pass the background investigation, including fingerprint clearance.\n\nPreferred:\nPrior military, law enforcement, security, fire protection, or public safety dispatcher experience.\nExperience with access control, alarm monitoring, and CCTV.\n\nKnowledge of:\nSoftware based security systems, CCTV, and access control systems.\nExtensive technical acumen of computer software programs to include word processing, spreadsheets, databases, email and a variety of software packages.\nSecurity regulations and procedures.\nSecurity access control, CCTV and alarm systems, email, intranet systems and complex communication device systems.\nWorking knowledge of the physical County geography layout.\nBasic telephone courtesy.\nBusiness letter writing, grammar and punctuation, and report preparation.\n\nSkill in:\nProcessing and maintaining a wide variety of files, logs, reports, and forms.\nStrong computer skills and demonstrated ability to effectively operate and coordinate security tools and processes.\nPrioritizing work assignments.\nInteracting positively with the public.\nBeing proactive and possess creative problem solving skills.\nMaking prompt and accurate decisions in a fast paced environment.\nExcellent verbal, written, and presentation skills.\nAttention to detail.\nActive listening skills.\n\nAbility to:\nHandle sensitive issues with strict confidentiality and discretion.\nIdentify, recommend, and implement solutions to inter-operability deficiencies.\nRecognize, assess, evaluate and report security situations, risks and dangers.\nMulti-task, prioritize activities as required and coordinate emergency and security situations calmly, efficiently, effectively, and professionally.\nWork independently and efficiently.\nCommunicate clearly, concisely and with professional tact both verbally and in writing.\nPerform multiple, simultaneous tasks on demand.\nReact swiftly and remain clam under stress and make quick and calm decisions in emergency situations.\nEstablish and maintain effective working relationships with representatives of outside agencies, other County employees and officials, and the general public.\nExercise discretion and diplomacy in difficult and sensitive situations.\n\nWork Environment & Other Information\n\nPhysical requirements include the ability to lift/carry up to 25 pounds, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to constant sitting, reaching, talking, and exercise of fine dexterity, occasional standing, walking, climbing, kneeling/crouching, bending/squatting, and gripping/grasping to perform the essential functions. Subject to job related stress and client/customer communications within the confines of the Security Operations Center, which operates 24-hours/7-days a week.\n\nTravis County employees play an important role in business continuity.
