Title: Business Process Re-engineering ManagerLocation: Fully Remote (Local Candidates Preferred)Duration: 6+ monthsNotes:Job Type: Full-Time ContractWork Schedule: 37.5 Hours per WeekBrief DescriptionThis role serves as the execution arm of the Director of Operational Excellence within the client, ensuring that business processes are documented, evaluated, streamlined, and aligned across programs. Responsibilities include facilitating planning sessions with business owners and supporting business process improvement initiatives as needed.ResponsibilitiesLead process discovery and documentation efforts across multiple DCNR program areas aligned with agency modernization priorities.Schedule and facilitate cross-functional workgroups to identify inefficiencies, redundancies, and risks for targeted process improvement initiatives.Develop current-state and future-state process maps, gap analyses, and actionable improvement plans.Prioritize initiatives in collaboration with leadership based on impact, feasibility, and strategic alignment.Support the establishment of process ownership, governance structures, and accountability mechanisms.Develop performance metrics and dashboards aligned with operational excellence goals.Prepare executive-level briefings, status reports, and written recommendations.Support implementation planning and change management activities as needed.Deliver clear, organized documentation suitable for long-term internal use.Expected DeliverablesDocumented current-state and future-state process mapsPrioritized improvement roadmap with timelines and estimated impactGovernance framework recommendations, including process ownership structuresPerformance metric recommendations and reporting templatesExecutive summary reports and presentation materialsCross-bureau process alignment reports highlighting decisions, risks, and outstanding issuesChange management materials, including training guides and communication plansRequired ExperienceBachelor's Degree in Business Administration, Public Administration, Organizational Development, or related field3+ years of experience in business process improvement initiatives3+ years of experience leading projects or managing teamsStrong analytical, organizational, and written communication skillsAbility to work independently with minimal supervision in complex organizational environmentsProven experience leading enterprise or multi-program process redesign initiativesStrong facilitation experience with senior leadership and cross-functional teamsDemonstrated experience implementing Lean, Six Sigma, BPM, or comparable methodologiesExperience producing professional-grade process documentation and executive-ready deliverablesPreferred QualificationsExperience working with state or public-sector agenciesLean Six Sigma, PMP, or related certificationsExperience establishing governance frameworks or performance metricsFamiliarity with change management principlesExperience building sustainable continuous improvement programsRequired skills:Demonstrated experience in business process improvement initiativesExperience leading projects or managing peopleStrong analytical, organizational, and written communication skillsAbility to work independently with minimal supervision in complex organizational environmentsProven experience leading enterprise or multi-program process redesign initiativesStrong facilitation experience with senior leaders and cross-functional teamsDemonstrated experience implementing Lean, Six Sigma, BPM, or comparable methodologiesExperience producing professional-grade process documentation and executive-ready deliverablesExperience working with state or public-sector agenciesRelevant certifications (Lean Six Sigma, PMP, or similar)
