Corporate Payroll Manager

Manager, Payroll OperationsRockville, MD- HybridCompensation: 100,000-110,000 Annual Bonus ProgramPosition OverviewWe are seeking an experienced Manager of Payroll Operations to join a growing commercial construction organization. This position will lead payroll administration for a large, multi-state workforce supporting complex construction projects throughout the Washington, DC metropolitan region. The ideal candidate will bring strong technical payroll expertise, exceptional attention to detail, and a proven ability to manage payroll compliance across multiple jurisdictions. Reporting to senior finance leadership, the Manager of Payroll Operations will oversee the complete payroll cycle, ensure timely and accurate payroll processing, maintain compliance with federal, state, and local regulations, and support employee benefit and retirement plan administration. Key ResponsibilitiesManage and oversee full-cycle payroll processing for a multi-state employee population, ensuring timely and accurate payroll execution.Ensure compliance with all federal, state, and local payroll laws, tax regulations, wage requirements, and reporting obligations.Review and approve payroll transactions, earnings, deductions, garnishments, bonuses, and adjustments.Administer payroll tax filings and payments, ensuring accuracy and timely submission. Perform payroll account reconciliations, balance payroll-related general ledger accounts, and support month-end and year-end close activities.Coordinate and process employee benefit deductions and payments, including medical, dental, vision, life insurance, and other benefit programs.Administer retirement plan contributions, including 401(k), pension, and other retirement programs, ensuring accurate employee and employer funding.Partner with Human Resources and Finance teams to maintain employee records, compensation changes, benefit enrollments, and payroll data integrity.Manage quarterly and annual payroll reporting requirements, including W-2 preparation and year-end reconciliations.Respond to employee payroll inquiries and resolve payroll-related issues in a timely manner.Develop and maintain payroll procedures, internal controls, and process improvements to increase efficiency and accuracy.Support internal and external audits by providing payroll documentation and compliance reporting.Stay current on changing payroll laws, regulations, and industry best practices.QualificationsBachelor's degree in accounting, finance, business administration, human resources, or a related field preferred.5+ years of progressive payroll experience, including leadership or supervisory responsibilities.Experience managing payroll operations within construction, engineering, or project-based organizations strongly preferred.Extensive knowledge of multi-state payroll processing and payroll tax regulations.Demonstrated experience with payroll reconciliations, payroll tax filings, and compliance reporting.Experience administering employee benefits and retirement plan contributions, including 401(k) and pension plans.Strong understanding of wage and hour laws, prevailing wage requirements, and union payroll environments is a plus.Proficiency with payroll systems and HRIS platforms.Advanced Microsoft Excel skills and strong analytical abilities.Excellent organizational, communication, and problem-solving skills.Ability to manage multiple priorities and meet deadlines in a fast-paced environment.Certified Payroll Professional (CPP) designation preferred.Experience supporting a workforce across multiple states and jurisdictions.Familiarity with construction labor reporting, certified payroll, and project-based labor tracking is highly desirable.
