This initiative will modernize unemployment insurance processes by transitioning from manual, paper-based workflows to secure electronic data exchanges utilizing NASWA SIDES standards.\nThe selected consultant will serve as the technical lead, responsible for architecting scalable enterprise solutions, designing secure integrations, establishing development standards, mentoring development teams, and ensuring successful delivery of a mission-critical modernization project.\nResponsibilities\nLead the architecture, design, and implementation of enterprise-scale applications.\nDesign and develop secure REST and SOAP web services for data exchange.\nImplement XML and JSON-based integrations between internal and external systems.\nDefine application architecture, workflows, security models, and integration patterns.\nCollaborate with database architects, legacy system teams, and business stakeholders.\nDevelop architectural artifacts including system diagrams, data flow models, sequence diagrams, and technical specifications.\nEstablish coding standards and conduct code reviews.\nMentor developers and provide technical leadership throughout the SDLC.\nDesign and implement application security, encryption, authentication, and authorization mechanisms.\nSupport integration with enterprise data warehouses and existing unemployment insurance systems.\nTroubleshoot complex application and integration issues.\nParticipate in CI/CD implementation and deployment automation efforts.\nRequired Qualifications\n4+ years of enterprise application architecture and development experience using C#/.NET, Java Enterprise, or similar technologies.\n4+ years of experience designing and implementing REST and SOAP web services.\nStrong experience with XML and JSON data exchanges.\nExperience developing and troubleshooting Unix/Linux shell scripts.\nExperience serving as a Technical Lead on large-scale application projects.\nStrong understanding of software architecture, SOA, design patterns, and application security.\nExperience conducting code reviews, establishing technical standards, and mentoring development teams.\nStrong web development, database management, troubleshooting, and systems integration experience.\nExperience creating architecture diagrams, data flow models, and technical documentation.\nPreferred Qualifications\nExperience with multiple RDBMS platforms such as Oracle, SQL Server, and DB2.\nExperience with NASWA SIDES (State Information Data Exchange System).\nExperience implementing CI/CD pipelines.\nStrong expertise with XML/SOAP and JSON/REST integrations.\nExperience with enterprise software architecture, design patterns, and quality engineering practices.\nPrevious Texas Workforce Commission experience is highly preferred.\nWork Location\nRemote.
