Work to ensure projects are delivered on time, within budget, and meet established requirements, often with a focus on public good and meeting the needs of citizens.\nRESPONSIBILITIES AND DUTIES:\nOversee project development from start to finish (Needs assessment, design, construction drawings, bidding, contract, permitting, construction, closeout).\nAssist in selecting consultants for professional services, such as architects and engineers.\nAssist in the permitting process for assigned projects.\nObserves work in progress to ensure conformance with specifications.\nExamines workmanship of finished installations for conformity to standards.\nMaintains daily reports of construction inspection activities.\nPrepares sketches of construction installations that deviate from plans and incorporates changes into master plans. Inspects equipment operation and material on the job site.\nInterprets specifications as related to materials and workmanship.\nAssumes responsibility of administering project documents throughout the construction process, including, but not limited to, construction drawings, Notice to Proceed, Meeting Minutes, Work Change Directives, Change Proposals, Change Orders, Time Management (critical path method scheduling), and the like.\nReads and interprets plans, specifications, correspondence, and related construction documents.\nDevelop project scope and budget to write RFPs in order to bid out projects.\nProcurement of professional and contractual services related to construction renovation and improvement projects.\nCoordinate the efforts of design professionals, inspections and troubleshooting.\nPrepares, negotiates, executes, and manages task orders for professional consultants, contractors, and service providers.\nPrepares and oversees the preparation of Requests for Proposals (RFP), Requests for Qualifications (RFQ), and other bidding documents for a variety of services and resources in compliance with municipal, state, and federal code requirements, including reviewing of plans, specifications, and estimates.\nProvides analysis, evaluation, and recommendations for award of contract.\nReviews and approves contractor and consultant pay requests with thorough understanding of change order process.\nSchedules, attends, and writes reports of meetings with consultants, city agency representatives, major stakeholders, and/or general public.\nSchedules and assists in conducting pre-construction and pre-bid meetings with consultants, contractors, and sub-contractors.\nOriginates “Notices to Proceed” to contractors, consultants and other project entities.\nDevelop and monitor the project departmental budgets.\nPerforms emergency inspections to resolve difficult problems.\nInspects and coordinates projects for substantial completion and prepares a list of any deficiencies.\nPrepares performance reports on contractors and consultants and provides timely project updates, progress, and status reports.\nArranges for correction of defects by contractor during warranty period.\nSchedules and conducts site inspections at the end of the warranty period and assures correction of defects.\nExplains and interprets construction codes to owners, contractors, design professionals and the general public.\nThorough understanding of the permitting process.\nGeneral supervision for this position is received from the CIP Division Director who reviews work for satisfactory supervision of construction operations.\nWill be required to perform other duties as requested, directed or assigned.\nRegular Attendance and Punctuality is an essential requirement of the job.\nREQUIRED EXPERIENCE AND QUALIFICATIONS:\nA Bachelor of Science degree, or higher, from an accredited college or university in business, management, construction management, civil engineering or related field.\nMinimum seven (5) years of relevant progressive experience; or the equivalent gained through relevant experience.\nValid Florida Driver’s license.\nThorough knowledge of the principles and practices of construction and related engineering work.\nSpecific knowledge and experience in Vertical Construction and/or Civil Engineering required.\nThorough knowledge of applicable building codes, laws, regulations, and county design standards.\nThorough knowledge of building materials and methods of construction.\nThorough knowledge of county standards, contracts, forms, and procedures related to construction management.\nKnowledge of supervisory principles and practices. Knowledge of current construction costs.\nAbility to supervise subordinates in a manner conducive to full performance and high morale.\nAbility to read and comprehend contract documents and recognize if construction work inspected conforms to such documents.\nAbility to recognize existing construction conditions and anticipate problems in advance of their occurrence.\nAbility to comprehend, interpret, and develop construction schedules.\nAbility to establish and maintain effective and professional working relationships with fellow employees, supervisors, consultants, contractors, and the public.\nSelf-motivated and willing to be challenged.\nOpen to new ideas and procedures as necessary for different project types.\nExcellence in building rapport and creating a team environment where all those with project responsibilities work well together.\nAble and willing to work with different departments within the city, including procurement, finance, engineering, etc, as they relate to your assigned projects.\nStrong computer skills in Microsoft Office, Primavera (or equal), RS Means (or equal), and Adobe.
