The ideal candidate will manage and oversee programs involving software development, infrastructure, cloud services, cybersecurity, system modernization, and IT operations.\nA strong candidate will Environment: On-site at SFI Headquarters in Crystal City, VA\nKey Responsibilities:\nLead and oversee multiple Federal Government IT programs involving software development, infrastructure, cloud services, cybersecurity, modernization, and IT operations.\nProvide direction, mentorship, and performance oversight to program managers, project managers, technical leads, and delivery teams.\nEnsure program delivery of high-quality IT services aligned with contract requirements, program schedules, SLAs, and government expectations.\nManage program scope, schedules, staffing, budgets, risks, deliverables, and overall performance.\nProvide hands-on leadership and a “roll-up the sleeves” approach when needed to address program challenges.\nIdentify and resolve program, staffing, operational, technical, and customer issues and escalate complex matters as appropriate.\nMaintain strong relationships with government customers, Contracting Officers, Contracting Officer’s Representatives, and program stakeholders.\nEnsure compliance with the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, contract requirements, security requirements, and applicable federal policies.\nManage program financial performance, including budgets, forecasts, revenue, profitability, funding, invoicing, and cost control.\nConduct regular program reviews and develop corrective action plans when programs are not meeting performance expectations.\nCoordinate with SFI Contracts, Finance, Human Resources, Recruiting, Security, Quality, and Technology teams to support successful program execution.\nOversee program staffing, workforce planning, employee performance, retention, and succession planning.\nManage subcontractor performance and ensure subcontractors meet contractual, technical, financial, and staffing requirements.\nSupport contract transitions, program startups, recompetes, contract modifications, proposal development, and organic growth opportunities.\nPromote Agile, Scaled Agile, DevSecOps, IT service management, quality assurance, and continuous improvement practices.\nReport program performance, risks, financial status, and operational issues to SFI executive leadership.\nOther duties as assigned.\nRequirements:\nBachelor's degree in Business Administration, Information Technology, Computer Science, Engineering, or related field.\n10+ years of professional experience, including extensive experience managing Federal Government IT programs.\n8+ years of program or project management experience.\nDemonstrated experience managing multiple programs, projects, or delivery teams simultaneously.\nActive Project Management Professional certification is required.\nStrong knowledge of the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement.\nDemonstrated experience managing software development, infrastructure, cloud, cybersecurity, modernization, or IT operations programs.\nDemonstrated experience managing program budgets, forecasts, revenue, profitability, and cost control.\nDemonstrated ability to manage federal contract requirements, deliverables, staffing, funding, modifications, and compliance obligations.\nDemonstrated ability to lead program managers, technical teams, subcontractors, and multidisciplinary delivery organizations.\nDemonstrated ability to translate customer and business needs into tangible program plans, roadmaps, schedules, and actions.\nStrong customer relationship management, leadership, communication, negotiation, and problem-solving skills.\nMust be a U.S. Citizen.\nSecurity clearance or be able to obtain one.\nMust be available to work on-site five days per week.\nDesired Skills:\nProgram Management Professional, SAFe, ITIL, Scrum, AWS, Microsoft Azure, or equivalent technical or leadership certifications.\nExperience managing IT programs within DoD or Federal Civilian agencies.\nExperience with software development, cloud migration, DevSecOps, infrastructure operations, cybersecurity, and enterprise modernization.\nExperience managing large teams and multiple subcontractors.\nExperience with Firm-Fixed-Price, Time-and-Materials, Cost-Reimbursement, and hybrid federal contracts.\nExperience with CPARS, program transitions, recompetes, and recovery of underperforming programs.\nExperience
