{"schemaVersion":"jobsearcher.job.v1","id":"5c07d78f0d3fb783386e6d1e","url":"https://jobsearcher.com/jobs/5c07d78f0d3fb783386e6d1e","canonicalUrl":"https://jobsearcher.com/jobs/5c07d78f0d3fb783386e6d1e","title":"Program Manager - FOIA Support Services","description":"Responsibilities Contract and Team Management\r\nServe as the primary contractor point of contact for the COR and Federal FOIA staff.\r\nReceive, prioritize, assign, and track workload assignments across contractor personnel.\r\nCoordinate staffing coverage and workload balancing to ensure uninterrupted support.\r\nMonitor contract performance and identify workload trends, risks, and resource constraints.\r\nFacilitate communication between contractor personnel, Federal FOIA staff, legal counsel, program offices, and records custodians.\r\nParticipate in post-award conferences, progress meetings, and performance reviews.\r\nFOIA Intake and Case Management Oversee intake, assignment, and tracking of incoming FOIA requests.\r\nEnsure requests are properly entered and maintained in FOIAXpress.\r\nMonitor acknowledgment letters, fee determinations, expedited processing requests, and fee waiver determinations.\r\nEnsure administrative case files are complete and accurately maintained.\r\nSearch Coordination Direct and monitor records searches conducted across NPS regions, offices, and park units.\r\nCoordinate with FOIA Points of Contact (POCs) and records custodians.\r\nEnsure search documentation is complete and legally sufficient.\r\nMonitor search timeliness and follow up on overdue responses.\r\nRecords Review and Response Preparation Review records for responsiveness and releasability.\r\nIdentify information subject to FOIA exemptions and Privacy Act protections.\r\nReview and validate redactions for legal sufficiency.\r\nAssist with preparation of agency response letters and release packages.\r\nCoordinate review activities involving program offices, legal counsel, and Federal FOIA officials.\r\nFlag potentially deliberative, pre-decisional, privileged, or White House equities for Government review.\r\nLitigation and Legal Support Assist with litigation-sensitive FOIA matters.\r\nSupport preparation of Vaughn indices.\r\nConduct legal and regulatory research relating to FOIA and Privacy Act requirements.\r\nCoordinate with attorneys and legal stakeholders regarding FOIA case processing.\r\nQuality Assurance and Reporting Implement contractor quality control procedures.\r\nReview work products for completeness, consistency, and compliance.\r\nMonitor performance against the contract's 95% accuracy requirement.\r\nCoordinate preparation of\r\nWeekly FOIA Leadership Tracking Reports\r\nMonthly FOIA Data Quality Audit Reports\r\nCustom reports requested by NPS leadership\r\nTraining and Process Improvement Provide mentoring and guidance to contractor personnel.\r\nAssist in development of FOIA training materials.\r\nRecommend workflow improvements, process efficiencies, and quality enhancement measures.\r\nPromote consistent application of FOIA laws, regulations, and agency policies.\r\nMinimum Qualifications Minimum three (3) years of full-time experience supporting federal FOIA operations or substantially similar FOIA-related functions.\r\nDemonstrated experience performing work of similar size, scope, and complexity.\r\nDemonstrated experience supporting the processing, tracking, coordination, review, administration, and management of FOIA requests in a federal or comparable environment.\r\nProficiency using Microsoft Office Suite, Adobe Acrobat, and electronic FOIA processing systems.\r\nDemonstrated written and oral communication skills.\r\nAbility to successfully obtain and maintain required background investigation and credentialing requirements.\r\nPreferred Qualifications Five (5)+ years of federal FOIA experience.\r\nExperience leading or supervising FOIA teams.\r\nExperience supporting Cabinet-level agencies or large decentralized organizations.\r\nExperience using FOIAXpress or comparable FOIA case management systems.\r\nExperience processing complex, expedited, high-volume, or litigation-sensitive FOIA requests.\r\nExperience preparing or reviewing Vaughn indices.\r\nExperience conducting FOIA legal research and applying FOIA exemptions and Privacy Act provisions.\r\nExperience developing quality control procedures and performance metrics.\r\nExperience preparing executive-level reports, dashboards, and performance briefings.\r\nSection 508 compliance experience.\r\nAdvanced FOIA training, certification, or professional development coursework.\r\nAbout Us At HunaTek, we build teams of people from all backgrounds with varying levels of experience, knowing firsthand that diversity of thought will strengthen our ability to deliver for our customers.
