Senior Project Analyst – Department of Energy's Nuclear Security Administration (NNSA)The Senior Contract Specialist will assist with the project management, acquisition, and administration activities for a broad range of agency‐wide contracts and acquisition vehicles. They will provide overall business analysis recommendations and reports for this project, ensuring that reports and deliverables meet expectations, are of outstanding quality, and interface with senior Department of Energy/NNSA and contractor managers.ResponsibilitiesData Management, Analysis, and ReportingDesign, create, and maintain a system to record and track contractual data including funding codes, obligations, allocations, commitments, costs, etc., maintained on DOE/NNSA systems and using available software (e.g., MS applications).Input, update, and manage contract data to allow immediate access to current and historical information for analysis, estimating, and reporting.Conduct data validation and reconciliation activities for cost data; perform variance analysis and resolution as needed.Collaborate with the COR, Contractor, Federal Lead, Budget Team, and other staff to reconcile discrepancies in contract records.Analyze contractor‐provided cost forecasts and compare to known information.Review and analyze contractor invoices for accuracy, allocation, allowability, and reasonableness; work with contractors to obtain clarification or additional backup; record, track, and report issues to the COR.Forecast and report prospective overruns or underruns for each Federal Lead's portfolio.Review changes in baseline budgets to ensure changes are within parameters.Perform funding reconciliations in support of contract closeout of all direct federal contracts.Prepare and input monthly projected accruals against realized accruals.Report month‐end costs, commitments, and estimates to completion (ETCs) in official and unofficial systems.Provide support with budget drills related to out‐year funding requests including scope impact statements at various funding levels.Conduct historical spend‐rate analysis on subsets of cost data.Provide forecast of costs based on historical data and program inputs.Recommend funding allocations by CLIN, Program, or other identifier.Develop independent technical and cost estimates for contracts.Provide direct input to regular travel forecasts, compiling input from multiple project and program leads.Contract SupportResearch and prepare Statements of Work for review and approval.Draft and/or review requirement and justification documents for new contracts and task orders.Review draft contract modifications and inform CO/COR of any issues.Analyze contractor proposals, reviewing all technical elements, staffing levels, and ODCs.Verify report content against contract and program requirements; track timeliness of reporting.File documents to the COR system of record (monthly reports, meeting minutes, contract modifications, correspondence, etc.).Coordinate with Budget Teams on availability of funds for scope changes; provide status to Federal Leads and COR.Participate in regular and ad‐hoc calls; provide updates that may affect cost, schedule, or requirements.Recommend process improvements related to contract support.Project SupportFacilitate planning, coordination, and review of annual task assignments and project management plans between contractor and Federal Leads.Provide regular reports of cost, schedule, and forecasting to Federal Leads.Keep Federal Project Lead informed of upcoming due dates.Assist in development of training on these processes and reports for contractors and Federal staff.Required Experience & SkillsTen (10) years supporting federal acquisition processes, including all types of contracts (FFP, cost‐reimbursement, and T&M).Ability to obtain and retain a DOE Q‐Level Security Clearance.DC location, in office 3× week.Familiarity with government regulations (FTR, JFTR, Fly America Act, and other compliance policies).Familiarity with GAAP and FAR cost/price analysis.Ability to organize, write, and edit contract documents.Proficiency in Microsoft Office Suite.Additional Experience & SkillsStrong interpersonal/social skills; proven staff officer/contractor support excellence.Excellent oral and written communication skills; proven ability to meet deadlines and perform under pressure in an uncertain environment.Required EducationBachelor's degree in business, acquisition, or related field.#J-18808-Ljbffr
