CHIEF INSPECTOR — METER STATIONPOSITION SUMMARY The Chief Inspector – Meter Station provides senior-level oversight and quality assurance for the construction, installation, testing, and commissioning of meter stations on oil, gas, and pipeline infrastructure projects. Reporting to the Project Manager or QA/QC Manager, this individual serves as the primary inspection authority on-site, ensuring all work is executed in compliance with applicable codes, client specifications, regulatory requirements, and project standards.Key ResponsibilitiesServe as the on-site inspection lead for meter station construction activities including piping, mechanical, electrical, instrumentation, and structural scopesVerify that meter runs, flow computers, pressure/temperature transmitters, control valves, and associated equipment are installed per engineered drawings and manufacturer specificationsConduct and document inspections of welds, flanged connections, fittings, gaskets, and pipe supports per ASME B31.4/B31.8 and project requirementsCoordinate and witness pressure testing, hydrostatic testing, and pre-commissioning activitiesVerify calibration and functional testing of all instrumentation (RTUs, flow computers, analyzers, SCADA tie-ins) prior to turnoverReview and approve ITPs, Method Statements, and Construction Work PackagesManage and mentor field inspectors; assign daily coverage, review reports, and ensure documentation qualityInterface with client representatives, EPC contractors, subcontractors, and third-party inspection agenciesIdentify, document, and track NCRs; verify corrective actions are properly closed outReview contractor redlines and as-built documentation; ensure turnover packages are complete and accurateMaintain detailed daily inspection logs, photo documentation, and QA/QC recordsParticipate in project safety meetings and enforce site HSE requirements; hold stop-work authority when necessaryMinimum Qualifications10+ years of field inspection experience in oil and gas pipeline, midstream, or upstream facilities construction5+ years in a lead or chief inspector role on meter station or measurement facility projectsStrong knowledge of meter station components: turbine, ultrasonic, and orifice meters; flow computers (Emerson, ABB, Omni); gas chromatographs; RTUs; pressure regulators; and ESD systemsProficient reading P&IDs, isometrics, plot plans, electrical one-lines, and instrument data sheetsWorking knowledge of ASME B31.4, B31.8, API 5L, API 6D, API 1104, and applicable DOT/PHMSA regulationsExperience with hydrostatic and pneumatic testing proceduresDemonstrated ability to manage multi-discipline inspection teams in a fast-paced construction environmentPhysical Requirements & Working ConditionsAbility to work outdoors in variable weather; stand, walk, and perform site inspections for extended periodsAbility to climb ladders and work at elevation as requiredValid driver's license required
