JOB Department: Assessment & TaxationUnion Affiliation: NoneWork Schedule: Monday - FridayTotal Hours Per Week: 40INTRODUCTIONManages the assessment functions of the Assessment and Taxation Department and is responsible for supervising all changes made by staff members to the assessment roll(s) which include omitted property, special assessments, exemptions, and liens. This position serves as Chief Deputy Assessor to the County Assessor/Tax Collector. EXAMPLE OF DUTIES (Duties assigned to this classification include, but are not limited to, the following examples. Any one position may not perform all listed tasks.)In conjunction with the Assessor/Tax Collector: Plan and manage programs and services for property tax assessment operations in accordance with state statutes. Develop long- and short- range goals. Develop and interpret policy and procedures. Develop section budget. Monitor expenditures. Manage the clerical functions of the Assessment Unit of the Assessment and Taxation Department. Supervise staff of Office Specialists in the timely completion of the assessment roll which includes: planning and scheduling workassigning duties to staff membersevaluating work performancegiving advice to employees on work and administrative mattersinterviewing candidates for vacancieshearing and resolving complaints effecting minor disciplineidentifying developmental and training needs of employeesensuring tools, supplies, and equipment are available for staff useother duties as assigned including serving as Chief Deputy Tax Collector in the absence of the Chief Deputy Tax Collector and Assessor/Tax Collector or at direction of Assessor/Tax Collector. Preparation of the annual assessment roll for certification. Review changes to the assessment roll including assessment cancellations, exemptions, omitted property, and liens. Review taxing district budgets for accuracy. Review journal vouchers for code changes, segregations, combinations, lot line adjustments, etc. SUPPLEMENTAL INFORMATION SUPERVISORY CONTROLSWork is performed under general direction. The employee works independently and is expected to resolve most organizational and service delivery problems of the unit. Work is reviewed for overall conformance with department goals and objectives and attainment of expected results. Work is guided by departmental policy and procedures; federal, state and county rules, regulations, and directives from the Department of Revenue; personnel rules, union contract provisions, and professional fiscal standards and practices. Incumbent uses considerable judgment in interpreting and determining appropriate guidelines.
