This position is responsible for the management, staffing, operational oversight, quality assurance, customer engagement, and successful execution of a nationwide support services program spanning multiple USMS Headquarters divisions, district offices, and operational locations throughout the United States.\n\nThe successful candidate will serve as the primary interface between VTG leadership and USMS stakeholders, ensuring exceptional performance across a diverse workforce supporting program management, administrative operations, financial management, acquisition support, intelligence analysis, security operations, records management, logistics, and other mission support functions.\n\nCandidates with direct U.S. Marshals Service experience are strongly preferred.\nResponsibilities:\nProgram Leadership & Operations\nProvide overall program management, strategic direction, and operational oversight for a nationwide USMS support services contract.\nServe as the primary point of contact for Government Program Managers, Contracting Officers (COs), Contracting Officer Representatives (CORs), and senior USMS leadership.\nManage program execution across multiple locations, business functions, and labor categories.\nEnsure compliance with contract requirements, performance standards, and service-level expectations.\nLead contract start-up, transition, staffing, and steady-state operations.\nWorkforce Management\nRecruit, hire, onboard, and retain highly qualified personnel across more than 30 labor categories.\nManage employee performance, workforce planning, succession planning, and professional development.\nEnsure vacancies are rapidly filled and staffing requirements are maintained.\nCoordinate nationwide surge and backfill support requirements.\nQuality & Performance Management\nImplement and manage a comprehensive Quality Control Program.\nMonitor contract performance metrics, staffing levels, deliverables, and customer satisfaction.\nDevelop and present program status reports, staffing reports, vacancy reports, and executive briefings.\nDrive continuous process improvement initiatives.\nCustomer Engagement\nBuild strong working relationships with USMS Headquarters leadership, district offices, and program stakeholders.\nConduct executive-level briefings and facilitate resolution of operational issues.\nCoordinate with government leadership regarding staffing, performance, security, and mission priorities.\nFinancial & Contract Management\nManage contract budgets, labor utilization, forecasting, and resource allocation.\nOversee subcontractor performance when applicable.\nEnsure compliance with federal acquisition regulations and contract requirements.\nSupport contract modifications, option periods, transition planning, and growth opportunities.\nQualifications:\nRequired Qualifications\nBachelor's degree\nMinimum of 10 years of program or project management experience supporting federal government contracts.\nMinimum of 5 years managing large professional services or mission support programs involving multi-functional workforces.\nDemonstrated experience leading geographically dispersed teams.\nExperience managing recruiting, retention, workforce planning, and contract staffing activities.\nExperience preparing executive briefings, status reports, metrics, and performance reviews.\nStrong knowledge of federal contracting environments.\nExceptional communication, leadership, and customer engagement skills.\nMust be a US Citizen with eligibility for Top Secret clearance.\nHighly Desired\nDirect USMS Experience\nCandidates should possess one or more of the following:\nPrior employment with the United States Marshals Service (USMS).\nFormer Deputy U.S. Marshal, Inspector, Administrative Officer, Program Manager, or Headquarters Staff member.\nExperience working directly with USMS leadership, district management, or HQ program offices.\nExperience supporting a major USMS support services contract valued in excess of $50M.\nAdditional Preferred Qualifications\nPMP Certification.\nActive or previous DOJ, USMS, or Top
