This program delivers and operates identity verification services used by states nationwide and supports a claimant-facing UI portal, APIs, and supporting infrastructure.\nThe Program Manager will have full responsibility for contract execution, technical delivery, operations and maintenance (O&M), Agile delivery governance, and stakeholder management. This role requires a strong blend of federal IT program leadership, Agile/SAFe execution, DevSecOps awareness, and operational excellence.\nWORK DESCRIPTION: Provide program management managing an agile development program with multiple tasks/work streams. Provide overall direction of program activities. Manage and maintain contractor interfaces with the senior levels of the customer's organization. Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations. Establish and maintain technical reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, and oversee the successful completion of all assigned tasks. Lead the analysis, design, development and testing of applications to include integration of legacy clients and new clients to application. Review and verify implementation of states according to design best practices, performance, and security. Review and assist in planning and execution of data integration and migration activities. Create and implement technical process modeling, user interface designs, and data modeling.\n\nResponsibilities:\nStrategyPlanning\nMeet with decision makers, systems owners, and end users to define business and operations requirements, systems goals, and identify and resolve systems issues.\nLead design sessions in prototyping new systems for the purpose of enhancing business processes, operations, and information process flow.\nReview and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems.\nIdentify and establish scope and parameters of systems analysis to define outcome criteria and measure-taking actions.\nAcquisitionDeployment\nCollaborate in the planning, design, development, and deployment of new applications, and enhancements to existing applications.\nCoordinate across Agile teams, DevSecOps, security, help desk, and infrastructure teams.\nProficiency working in AWS, Windows, Linux environments.\nA deep knowledge of API integration capabilities and deployment options.\nOperational Management\nLead delivery using a DOL-customized Agile framework based on Agile, Lean, and SAFe principles\nPrepare and deliver reports, recommendations, or alternatives that address existing and potential trouble areas in operating systems across the organization.\nCreate system design proposals.\nPerform cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions.\nEnsure compatibility and interoperability in-house computing systems.\nCreate systems models, specifications, diagrams, and charts to provide direction to system programmers and customer decision makers.\nCoordinate in-depth tests, including end-user reviews, for the modernized systems, and other post-implementation support.\nProvide guidance and/or instruction to junior staff members.\nDocument the project effort using Jira and Confluence.\nRequired Experience:\n7+ years' experience using Agile development methodologies organizing, directing, and managing teams conducting operation support functions for multiple, complex, and inter-related IT programs and projects.\n7+ years' demonstrated experience leading Agile or SAFe-based delivery teams\nExperience managing operations and maintenance (O&M) for mission-critical systems\nStrong understanding of cloud-hosted and enterprise IT environments\nexperience managing software development teams supporting federal government technology projects to include compliance with FISMA standards.\n7+ years' experience maintaining and managing internal and external client interface at senior levels of the client organization.\nRequired Education and Certifications:\nPreferred Master's degree in Computer Science, Information Systems, Business, or other relevant discipline.
