This position is responsible for supporting recruitment, onboarding, employee relations, performance management, benefits administration, training and development, compliance, and HR programs.\n\nThe ideal candidate is a hands-on HR professional who can effectively manage multiple priorities, build strong relationships across departments, and support a growing and evolving organization.\n\nRequirements:\n\nEssential Duties:\n\nSupports the full recruitment process, including job postings, candidate screening, interview coordination, offers, pre-employment requirements, and onboarding.\nCoordinates new hire onboarding and orientation to ensure a positive employee experience.\nServe as a resource to employees and managers regarding HR policies, procedures, benefits, and workplace concerns.\nAssists with employee relations matters, including coaching, counseling, investigations, corrective actions, and documentation.\nSupports performance management processes, including performance reviews, goal setting, coaching, and performance improvement plans.\nAdministers employee changes, including promotions, transfers, compensation changes, and terminations.\nAssists with benefits administration, enrollment, employee questions, and communication with benefit providers.\nMaintains accurate and confidential employee records and HRIS information.\nSupports training and employee development initiatives.\nAssists with employee engagement, recognition, retention, events, and company culture initiatives.\nHelps prepare HR reports and track key HR metrics, including turnover, headcount, recruiting activity, and employee trends.\nSupports compensation and market analysis as needed.\nAssists with the development, implementation, and communication of HR policies and procedures.\nEnsures compliance with applicable federal, state, and local employment laws and company policies.\nPerforms other HR-related duties and special projects as assigned.\n\nEducation:\n\nBachelor’s Degree in Human Resources, Business Administration, or a related field.\nPHR, SHRM-CP, or similar HR certification preferred but not required.\n\nExperience:\n\nMinimum of 3 years of experience in Human Resources or HR related field.\nBi-lingual, English/Spanish preferred.\n\nLocation:\n\nKillam Development., Ltd is located Laredo, Texas; this is an in office position based at our office in Laredo, all applicants will be required to relocate, if necessary.\n\nSkills:\n\nMust have the following skills and/or abilities:\n\nWorking knowledge of federal and state employment laws and HR best practices.\nStrong employee relations and problem-solving skills.\nExcellent interpersonal, written, and verbal communication skills.\nAbility to maintain confidentiality and exercise sound judgment.\nStrong organizational skills with the ability to manage multiple priorities and deadlines.\nAbility to work independently while collaborating effectively with employees and leadership.\nProficiency with Microsoft Office and HRIS systems.\nProfessional, approachable, and service-oriented demeanor.\nAbility to adapt to changing business needs in a fast-paced environment.\n\nLicenses/Certifications:\n\nMust have a current valid driver’s license and a satisfactory driving record.\n\nPhysical Requirements:\n\nMust be able to perform the following physical activity on a frequent to constant basis:\n\nSit for long periods of time.\nLift 10–20 lbs. of files, plans, office supplies, or similar items.\nConstantly uses fingers and hands when dialing/answering the telephone and operating a computer or other office machinery, such as a copy machine, scanner, and computer printer.\nAbility to hear average or normal conversations and receive ordinary information through verbal communications in person or detect objects in and around job site over the telephone.\nAverage, ordinary visual acuity is necessary to prepare or inspect documents;
