Chief Human Resources Officer

Job Summary:Provides leadership and direction necessary to implement the Human Resources policies established for Memorial Hospital and Hancock County Senior & Childcare Services. Provides guidance and direction to the employees, as well as to all Directors on human resources matters and concerns.Primary Job Responsibilities:Ensures that the department develops and achieves goals and objectives that are congruent with the hospital’s long range plan and mission statement.Ensures human resources policies and systems are in compliance with all regulatory agencies (State, Federal, Joint Commission).Keeps abreast of changes in human resources regulations that impact on the hospital and nursing home as indicated by recommendations to the CEO and Senior Management on mechanisms necessary to keep in compliance.Maintain, in occurrence with the hospital’s goals and mission, compensation and benefit programs to ensure that they are designed to attract and retain qualified individuals.Maintain, in accordance with the hospital’s goals and mission, human resources programs designed to meet the needs of the employees and to provide motivation for productivity as indicated by turnover status.Develops and maintains the annual review and revision of job descriptions to ensure that they reflect the actual responsibilities of employees and meet Joint Commission, State and Federal requirements.Maintains the performance appraisal program, ensuring that the employees receive at least an annual review that is fair, consistent and reflects their performance.Establish, monitor and control the recruitment and selection of employees to ensure that the process is nondiscriminatory and within legal guidelines.Coordinates the employee activities committee, service recognition programs and other positive employee relations activities to provide for high morale among the employees.Ensures that the application of discipline and grievance steps are consistent throughout the hospital and nursing home to protect manager’s rights and prerogatives and to comply with appropriate laws.Ensures that development and maintenance of all human resources records and information systems according to regulatory requirements and facility use.Conducts annual wage, salary, and benefit surveys, making recommendations to Administration for changes to organizational programs.Maintains and monitors the positions control system for the hospital to ensure that staffing remains within budget requirements and monitors turnover etc.Ensures that third party contract administrators of the hospital’s benefits programs meet all contractual requirements.Ensures FMLA, workers compensation and unemployment insurance are administered cost effectively.Monitors expenditure of Human Resources Department keeping with budget goals.Monitors the satisfaction level of users of human resources taking action to correct any problems or complaints.Participates in appropriate community activities and professional organizations to promote the service of the Human Resources Department and the image of the hospital and nursing home.Participates as directed on various committees and teams including employee recognition, safety and compliance.Provides on-going training to managers to assist them in effective leadership to employees.Keeps CEO consistently informed of changes and trends in the Human Resources Department. Education Requirements:Bachelor Degree in Business, Human Resources or similarly positioned degree.Minimum of five years of progressive human resources experience preferably in the health care setting.PHR or SPHR Certification required.
