Instrument Planner – Refinery Turnarounds & ShutdownsLocation: Ferndale, WA / Anacortes, WA AreaCompany: Mills ElectricJob Type: Full-TimeCompensation: $62.00 – $68.00 per hour, depending on experience, qualifications, certifications, and overall fit for the rolePosition OverviewMills Electric is currently seeking experienced Instrument Planners to support refinery shutdown and turnaround activities in the Pacific Northwest. This position is responsible for developing detailed instrumentation work packages to support safe, efficient, and successful turnaround execution within refinery and industrial environments.The ideal candidate will have a strong instrumentation and controls maintenance background, refinery experience, and the ability to coordinate across multiple disciplines in a fast-paced turnaround environment.Key ResponsibilitiesDevelop detailed instrumentation work packages for refinery turnaround and shutdown activitiesPerform field walks to verify scope, materials, access, and job readinessCoordinate with operations, maintenance, contractors, engineering, and reliability personnelSupport turnaround scheduling and execution teamsReview and interpret P&IDs, loop drawings, instrument specifications, and related technical documentationIdentify labor, materials, tooling, and safety requirements for planned workEnsure all planned work complies with refinery safety standards, permitting requirements, and site proceduresAssist with schedule updates, scope changes, and execution support during active turnaround eventsQualifications & RequirementsMinimum 5 years of refinery or industrial instrumentation experience requiredPrevious refinery turnaround/shutdown planning experience strongly preferredStrong instrumentation and controls maintenance background requiredInstrumentation degree or technical certification from BTC, Perry Technical Institute, or similar technical program preferredExperience with SAP, Maximo, Microsoft Excel, Bluebeam, and Primavera P6 preferredAbility to read and interpret P&IDs, loop drawings, wiring diagrams, and instrument specificationsStrong understanding of refinery safety procedures, permitting, LOTO, and safe work practicesStrong communication, organization, and problem-solving skillsAbility to work in refinery and industrial field environments, including walking units and climbing stairs/ladders as neededBenefitsEligible employees may have access to:Medical, dental, and vision insurance401(k) with company matchPaid time off and paid holidaysCareer development and training opportunitiesOpportunities for overtime and turnaround-related premium hoursEqual Opportunity EmployerMills Electric is an Equal Opportunity Employer.
