The Lead Curriculum Developer / Program Manager leads delivery of practitioner-level cyber operations curriculum and assessment products supporting Space Training and Readiness Command (STARCOM) Cyberspace Operations Forces (COF) training under the Cyber 2.0 force generation model. This role owns day-to-day execution, schedule, quality, and Government coordination for courseware, cyber range scenarios/labs, and performance-based assessments aligned to USCYBERCOM Work Role Standards.\n\n****Contingent Upon Contract Award****\nResponsibilities:\nProgram Management / Government Interface\nServe as the single primary POC for Government coordination (via COR/CO), ensuring non-personal services compliance.\nPlan and run internal execution rhythms that support Government deliverables (e.g., KO brief, PMRs, monthly status).\nProduce/oversee contract reporting:\nCurriculum & Assessment Leadership\nLead design and release of highly technical, practitioner-level curriculum packages for COF 1 and COF 2a pipelines.\nEnsure all courseware integrates current, documented adversary TTPs and aligns to USCYBERCOM work role standards.\nDirect development of:\nDetailed lesson plans, student/instructor guides\nPerformance-based labs and cyber range scenario guides\nKnowledge checks and performance-based assessments, scoring rubrics, and validation plans\nEnsure curriculum packages are delivered 30 days prior to course execution.\nCyber Range / Scenario Direction\nOversee design of multi-stage scenarios emulating realistic network terrain and adversary behavior, aligned to terminal learning objectives.\nEnsure scenarios are documented so they can be set up/executed/torn down without external troubleshooting (per PWS service thresholds).\nQualifications:\nMinimum Experience:\nCitizenship: Must be a US citizen\nClearance:Must have and be able to maintain a Top Secret clearance with SCI eligibility\nCertifications: CISSP (or equivalent IAM Level III) AND GIAC Certified Incident Handler (GCIH)\n\nEducation: Bachelor's degree\nYears of Experience: 8+ years of cyber operations experience\nAdditional Experience:\n3 years formal technical instruction and/or curriculum development experience\n2 years project/team lead experience delivering complex technical products on schedule\nDemonstrated experience with cyber range concepts, adversary emulation, and assessment design\nStrong writing/editing skills for producing deliverables suitable for Government review/approval\nPreferred Qualifications:\nAdditional Experience:\nExperience mapping content to USCYBERCOM Work Role Standards and/or NICE framework\nExperience integrating threat intelligence into training (e.g., MITRE ATT&CK mapping)\nExperience building performance-based assessments with defensible scoring rubrics\nFamiliarity with PCTE or similar DoD cyber training/range environments\nExperience working in cleared environments with SIPR/JWICS workflows\nAdditional Information\nLocation: Vandenberg SFB, CA\nOn-site This is a fulltime onsite position\nTravel: 10% CONUS","company":"Apogee Engineering","rawCompany":"apogee engineering","city":"Travis Air Force Base","state":"CA","isRemote":false,"isActive":false,"createdAt":"2026-07-23T15:37:53.192Z","occupations":[{"code":"13-1151.00","title":"Training and Development Specialists","slug":"training-and-development-specialists"},{"code":"25-9031.00","title":"Instructional Coordinators","slug":"instructional-coordinators"},{"code":"11-3131.00","title":"Training and Development Managers","slug":"training-and-development-managers"}],"industries":[{"code":"611430","title":"Professional and Management Development Training","slug":"professional-and-management-development-training"},{"code":"611710","title":"Educational Support Services","slug":"educational-support-services"},{"code":"611420","title":"Computer Training","slug":"computer-training"}],"jobPosting":{"@context":"https://schema.org","@type":"JobPosting","title":"Curriculum Developer Program Manager","description":"Overview:\nApogee has an exciting new opportunity for a Curriculum Developer Program Manager.
