These positions support installation planning, programming, project development, acquisition planning, and engineering design activities associated with military construction, facility sustainment, infrastructure modernization, and utility improvement projects.\n\nThe selected candidates will manage facility and utility projects from concept development through programming and design, support installation development planning efforts, prepare engineering analyses and cost estimates, and provide technical recommendations that support informed government decision-making.\n\nThis role requires strong experience in facility planning, engineering analyses, project programming, cost estimating, and stakeholder engagement across a complex military installation environment.\n\nKey Responsibilities\nProject ProgrammingDevelopment\nManage assigned projects throughout the planning, programming, and design lifecycle.\nEvaluate customer requirements and develop them into fully programmed projects for Air Force approval.\nConduct project scoping activities and facilitate planning charrettes with stakeholders.\nDevelop project documentation, including:\nDD Form 1391\nAF Form 813\nProgramming packages\nExecutive briefings and supporting documentation\nPerform facility and utility subsystem assessments using established Air Force scoring criteria.\nDevelop Rough Order of Magnitude (ROM) cost estimates utilizing the Parametric Cost Engineering System (PACES).\nPrepare planning charrette reports, economic analyses, and preliminary engineering calculations.\nCoordinate with engineering subject matter experts across multiple disciplines to support project development.\nEngineering Design Support\nTranslate approved projects into Architect-Engineer (A-E) Statements of Work.\nSupport project managers through design development and review activities.\nDevelop detailed line-item cost estimates using:\nPACES\nRSMeans\nConstruction Specifications Institute (CSI) divisions\nReview design documentation and provide engineering recommendations throughout project execution.\nInstallation PlanningPortfolio Optimization\nAnalyze facility utilization and evaluate current and future space requirements.\nSupport implementation and maintenance of the Luke AFB Installation Development Plan (IDP).\nDevelop recommendations that optimize installation infrastructure and real property utilization.\nAssist with:\nArea Development Plans\nCommunity planning initiatives\nSite development strategies\nSpace utilization studies\nDevelop documentation supporting facility assignments, relocations, and future development requirements.\nTailor Unified Facilities Guide Specifications (UFGS) for local installation requirements.\nSupport installation energy program reporting and data analysis activities.\nGeneral Engineering Support\nFacilitate project meetings and stakeholder working groups.\nDevelop meeting agendas, document action items, prepare minutes, and track follow-up actions.\nPrepare Weekly Activity Reports (WARs) summarizing:\nAccomplishments\nOngoing activities\nRisks and mitigation strategies\nPlanned work efforts\nProject status updates\nDevelop engineering studies, technical evaluations, and cost analyses for complex facility and utility projects.\nParticipate in design reviews and project status briefings.\nReview engineering submittals and provide technical compliance recommendations.\nReview design plans, specifications, and cost estimates for compliance with:\nUnified Facilities Criteria (UFC)\nBuilding codes\nAir Force standards\nApplicable engineering criteria\nConduct Building Life Cycle Cost (BLCC) and energy payback analyses.\nDevelop conceptual designs, technical specifications, statements of work, schedules, and design support documents.\nSupport asset management and sustainment planning activities for installation infrastructure systems.\nAcquisitionProgram Support\nSupport acquisition planning and procurement management efforts.\nDevelop acquisition documentation, including:\nStatements of Work (SOW)\nPerformance Work Statements (PWS)\nStatements of Objectives (SOO)\nMarket Research Reports\nDeterminations and Findings\nConduct vendor analysis and acquisition support activities.\nPrepare Independent Government Cost Estimates (IGCEs) and lifecycle cost analyses.\nDevelop cost-estimating metrics and performance tracking tools.\nSupport reporting and data management activities within the NEXGEN IT system.\nMonitor acquisition milestones and procurement schedules.\nRequired Qualifications\nBachelor's degree in Civil, Structural, Mechanical, or Electrical Engineering from an accredited college or university.\n\nOR\n\nCombination of education and specialized experience totaling at least eight (8) years supporting facility planning, programming, engineering design, project development, or cost estimating.\n\nDemonstrated experience supporting facility, infrastructure, or utility projects throughout planning and design phases.\n\nExperience preparing cost estimates using:\n\nPACES\nRSMeans\nCSI Division-based estimating methodologies\n\nProficiency with Microsoft Office Suite:\n\nWord\nExcel\nPowerPoint\nOutlook\n\nStrong written and verbal communication skills.\n\nAbility to work independently with minimal supervision.\n\nAbility to obtain and maintain:\n\nT1 (NACI) background investigation\nGovernment Common Access Card (CAC)\n\nProfessional Engineer (PE) licensure is not required.\n\nPreferred Qualifications\nExperience supporting U.S. Air Force Civil Engineering organizations.\nKnowledge of military installation planning and programming processes.\nExperience developing:\nDD Form 1391\nAF Form 813\nProgramming documentation\nProject charrettes\nPCR Level II packages\nFamiliarity with:\nUnified Facilities Criteria (UFC)\nUnified Facilities Guide Specifications (UFGS)\nAFMAN
