Process and provide timely notification and communication to employees and supervisors regarding leaves and absences. Administer the district's recruitment program to ensure selection and placement of qualified personnel. Qualifications: Education/Certification: Bachelor's degree in human resources, business administration, education, or equivalent Special Knowledge/Skills: Knowledge of Texas Education Code, Texas school law, and public sector employment practices. Ability to interpret and apply board policy and administrative procedures. Ability to interpret data Ability to use software to develop spreadsheets, perform data analysis, and do word processing Ability to develop and deliver training to adult learners Excellent public relations, organizational, communication, and interpersonal skills Experience: Two years successful administrative experience in human resource services or public education Major Responsibilities and Duties: Human Resources Program ManagementAssist in developing and implementing personnel policies and procedures in assigned area.Coordinate the day-to-day operations of staffing, wage and salary administration, leave administration, performance appraisal, employee relations, and/or benefits.Assist in ensuring district compliance with federal and state laws and regulations. EmploymentSupport director of human resources in efforts to work with principals and other administrators to forecast staffing needs and develop staffing plans. Oversee and assist with implementation of recruitment and retention strategies and a screening and selection process for all employees.Review certifications to ensure that teachers have the appropriate credentials for assignments.Assist with managing a system for new employees to acquire appropriate information, support, and training necessary for success on the job.Oversee the employment application and screening process, monitor for effectiveness, and make recommendations for changes as needed. Employee RelationsAssist with identifying and responding to employee issues; work in collaboration with district leadership to ensure preemptive and effective employee communications.Assist with the administration of the employee grievance procedure adopted by the board. Assist director of human resources with investigation, analysis, and decision-making process regarding personnel problems and/or other related policy issues.Support directors, officers, employees and other government agencies on employment, record keeping, retirement, grievance and other personnel matters and procedures.Assist with annual research regarding employee satisfaction, morale, and communications. Monitor employee retention and turnover through analysis of data and exit interviews. Coordinate effective districtwide employee recognition programs.Assist with employee handbook and personnel directory updates annually. Inform employees of personnel policies, procedures, and programs that affect them. Records, Reports, and CorrespondencePrepares correspondence, forms, and reports according to district standards and requirements.Track absence data and provide campus principals, other department heads, and others with trend reports.Compile, maintain, and file all reports, records, and other documents as required. File ManagementMaintain the district position control data system in an accurate and efficient manner.Receive and process all personnel requisitions including reconciling vacancies with approved staff allocations, verifying accuracy of information, and adding new position as directed. Identify and resolve inconsistencies.Enter, update, and maintain accurate position data to include assignments, reassignments, salary changes, and separations.Monitor staffing levels on an ongoing basis. Compile staffing data and prepare status reports as required.Prepare and distribute or post job vacancy announcements and advertisements. PayrollOversee the information required for processing employee payroll and work cooperatively with payroll and other HR staff to ensure accuracy of leave reports, employee pay, and eligibility for health insurance coverage.
