This position will serve as a Nurse Surveyor within the Metropolitan Area Regional Office (MARO) and will support regulatory surveillance, quality oversight, complaint investigations, and agency compliance activities for licensed home care services agencies (LHCSA), certified home health agencies (CHHA), hospices, and Home Health Aide Training Programs (HHATP). The selected candidate will collaborate with surveillance teams to conduct quality reviews, evaluate corrective actions, and ensure provider compliance with applicable State laws, regulations, and operational standards. Key Responsibilities Regulatory Surveillance & Compliance • Support surveillance teams by conducting quality reviews and evaluating agency compliance with applicable State laws, regulations, and healthcare standards. • Track, review, and evaluate agency-submitted Plans of Correction across assigned regions. • Communicate corrective action requirements and expectations to regulated agencies. • Conduct off-site post-survey revisits and follow-up compliance activities. • Review Statements of Deficiencies and ensure alignment with documentation principles and regulatory standards. Complaint Investigations & Case Management • Review complaint intake submissions and assess triage levels. • Conduct off-site complaint investigations including documentation review, interviews, observations, and preparation of investigative reports. • Communicate findings and recommendations to stakeholders and generate required correspondence. Licensing & Operational Support • Participate in agency license amendment activities, license closing/opening reviews, and ownership change evaluations. • Review facility policies and procedures to ensure regulatory alignment. • Support enforcement activities involving home care agencies, including hearing preparation and testimony support when required. • Participate in regional meetings, committees, and special projects. Reporting & Documentation • Develop reports using approved software and reporting systems. • Maintain accurate records and case documentation. • Utilize surveillance and utilization review systems to support compliance activities. Required Qualifications • Active and unrestricted New York State Registered Professional Nurse (RN) License. • Excellent verbal, written, telephone, and listening communication skills. • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint). • Experience working with complex data entry systems and electronic documentation environments. • Strong organizational skills with ability to manage multiple priorities and deadlines. Preferred Qualifications • Experience in nursing surveillance, regulatory compliance, utilization review, or healthcare quality oversight. • Clinical nursing experience within home care, long-term care, or community-based healthcare environments. • Strong writing and editing capabilities. • Experience using SharePoint, Electronic Plan of Correction (ePOC), surveillance systems, and utilization review platforms. • Ability to interpret and apply laws and regulations governing healthcare agencies and adult care services in New York State.
