We uphold the integrity and quality of our work so you can expect only the best from us.\r\nRSC2 is currently looking for a Program Manager to join our growing team in Fort Meade, Maryland!\r\nResponsibilities Manage and execute programs in accordance with appropriate statutes, regulations, policies, and instructions governing program management.\r\nEnsure the optimum mix of cost, schedule, performance, and system supportability throughout the life cycle (design, development, testing and evaluation, production and disposition) of the program.\r\nMaintain all overall authority for all program decisions affecting cost, schedule, or performance baselines, and maintain and submit appropriate reports through acquisition authorities to the Milestone Decision Authority (MDA).\r\nCoordinate/facilitate appropriate program requirements, solutions, and implementation activities with business/acquisition, technical leads, and stakeholders.\r\nEnsure the timely recruitment and training of program staff – both direct and indirect.\r\nReview all financial and technical reports before release.\r\nEnsure cross-discipline integration with the contract to meet customer needs.\r\nCommunicate issues and solutions to the higher-level Program Manager in a timely and transparent manner.\r\nEnsure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff.\r\nAssist the higher-level PM by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs).\r\nCoordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the higher-level PM.\r\nProvide Contractor input to the Quality Assurance Surveillance Plan reviews or Award Fee reviews, as appropriate.\r\nWork with the higher-level program manager, if applicable, to provide effective and efficient management of the contractor's effort.\r\nAllocate resources (staffing, facilities, and budgets) on the contract.\r\nReview and propose the Integrated Program Baseline (or resource loaded schedule) to the appropriate personnel.\r\nReview and approve all earned value, Estimate to Complete, Funds and Man-hour Expenditure Report, or other financial reports as appropriate.\r\nReview risk and risk mitigation activities and allocate budgets for the same.\r\nPrepare program status reviews and other formal reviews to be presented to the higher-level Program Manager.\r\nReview and allocate management reserve within contractual limits.\r\nQualifications/Requirements TS/SCI with Full-Scope Poly\r\nEducation: Bachelor's degree in business or technical field\r\nExperience: 6 years of relevant experience.
