The Program Manager will lead program management of the GLOBALCAP INL Ukraine EUM program. T\nOverall program oversight and prime contract management to oversee subcontract execution of duties including standing up and managing the Kyiv hub, recruiting and supervising Ukrainian inspection and support staff, coordinating with Government of Ukraine counter parts, and executing the majority of field inspection, tagging and data collection in accordance with the technical approach.\nWork closely with government and contract partners to ensure an integrated, seamless delivery model to the US Government customer.\nOversee business activities in the GLOBALCAP market based in Ukraine.\nProvide overall leadership from a US based location with routine travel to a PMO office based in Kyiv, Ukraine.\nAble to multi-task across operational and technical requirements including managing task order and contract deliverables, financial management of program, identification of potential opportunity and growth initiatives, subcontract and government engagement, risk management, quality assurance and validating operations are in accordance with the teaming agreement.\nOther duties as assigned.\nRequirements:\nREQUIIRED QUALIFICATIONS:\nExperience with the mobilization of program including technical demonstration to government, training, procurement, and scheduling are in accordance with stated timelines and aligned with budget constraints.\nSuccessful execution and compliance for duration of contract to include overall teaming partner execution, physical and information security procedures, equipment accountability and staffing plans. Document corrective actions as required.\nPrevious experience providing routine and requested quality assurance reports to government and prime contract partners. Oversee and/or validate routine operational reporting compliance and deliverables as determined by the government.\nExperience validating records management compliance.\nAbility to work with teaming partner to monitor conditions within country and provide recommendations and/or oversee execution of increased force protection requirements\nProficiency in U.S. and cross-domain communications via the five basic communications services (email, telephony, video-teleconferencing, chat, and file sharing).\nPrevious PM experience with operational understanding of Ukraine (preferred).\nPHYSICAL REQUIREMENTS:\nPhysical requirements may include, but are not limited to, lifting, ascending, and descending stairs, climbing, extended sitting or standing, to various degrees.\nPhysical requirements may include, but are not limited to, lifting, ascending, and descending stairs, climbing, extended sitting or standing, to various degrees. This job will primarily be in an Office Setting.
